Mayor Smith called the meeting to order at 6:02 PM.  Mayor Smith and Council members Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Student Pastor Kerry Dowdy, Valencia Presbyterian Church.

PRESENTATIONS:

Mayor Smith presented a proclamation and key to the City to Master James (Jimmy) Stewart.

Councilman Smith presented a citation from the House of Representatives of the Commonwealth of Pennsylvania to Master James (Jimmy) Stewart on behalf of Pennsylvania Representative Marci Mustello.

Mayor Smith presented a proclamation and key to the City to Grand Master Robert Zang.

Councilman Smith presented a citation from the House of Representatives of the Commonwealth of Pennsylvania to Grand Master Robert Zang on behalf of Pennsylvania Representative Marci Mustello.

Motion by Mayor Smith to approve the agenda for the regular meeting of December 9, 2021.   Second by CM Dandoy.  All voted aye.

Motion by Mayor Smith to approve the minutes of the Special meeting of November 18, 2021 and the regular meeting of November 30, 2021.  Second by CM Bonus. All voted aye.

COUNCIL REPORTS/ACTIONS

Councilman Dandoy

1.Motion to ratify the Collective Bargaining Agreement by and between the City and AFSCME, Local No. 757, for the duration effective January 1, 2022 and terminating on December 31, 2024.  Second by CM Bonus.  All voted aye.

2.Motion to approve City Resolution No. 2021-12-09 authorizing the issuance of Tax Revenue Anticipation Note Series 2022 in the amount of $1,000,000.00. Second by Mayor Smith.  All voted aye.

Councilman Smith

3.Motion to approve the quote from Laurel Ford in the amount of $33,325.00 for a 2022 Ford F150 4 X 4 SRW (CREW Cab Pick Up) for use in the Parks Department.  (Costar Contract #025-043). This will be paid from the 2022 budget. Second by Mayor Smith.  All voted aye.

4.Motion to approve City Resolution 2021-12-09A revising the City’s administrative fee schedule as of January 1, 2022. Second by CM Dandoy.  All voted aye.

5.Motion to direct the City Clerk to initiate recruitment action to fill the position of Assistant Code Enforcement Clerk in the Office of Business & Community Development. Second by CM Dandoy.  All voted aye.

6.Motion to direct the City Clerk to advertise for sale one (1) used 2006 Chevy Impala from the City’s Bureau of Police.   Second by CM Dandoy.  All voted aye.

7.Motion to approve the updated job description for the AFSCME Assistant Code Enforcement Clerk in the Office of Business & Community Development effective January 1, 2022. Second by CM Dandoy.  All voted aye.

8.Motion to approve the quote from Laurel Auto Group, Inc. in the amount of $33,855.00 for a 2022 Ford Interceptor SUV-4 Door AWD for use in the police Department.  (Costar Contract #013-056). This will be paid from the 2022 budget.  Second by CM Dandoy.  All voted aye.

ANNOUNCEMENTS:

  • The Oaths of Office & Reorganization Meeting originally scheduled on January 3, 2022 to begin at 10:00 AM will now begin at 11:00 AM.
  • Polar Express Event to be held on December 19th from 1 PM to 4 PM at Memorial Park.

The City Controller presented bills for payment as follows: from the general fund – $127,360.46; from the parking fund – $3,578.17 from the capital projects fund – $1,319.75; and from the liquid fuels tax fund – $1,583.42; for a grand total of $133,841.80.  Motion by Mayor Smith with second from CM Bonus to approve payment of bills as presented.  All voted aye.

Mayor Smith adjourned the meeting at 6:29 PM.
