    MINUTES

    Special Meeting of the City Council

    City of Butler, Pennsylvania

    October 29, 2013

    Mayor Stock called this special meeting to order at 6:00 PM.  Mayor Stock and Councilwomen Scott, Kline, Guard and Councilman Schontz attended the meeting.

    T he purpose of this special meeting was to discuss the budget for Fiscal Year 2014 and to conduct other business as Council might deem appropriate.

    Council went through each department by line item in the budget.  There were several minor changes to the initial line items.  

    The significant changes to the draft budget are as follows: 

    Eliminate new vehicle for the Fire Chief.  

    • Additional fines added that will offset the purchase of a police AWD vehicle to be used for commercial vehicle enforcement.
    • Decrease expense for the Sullivan Run Project.

    A proposed, balanced budget and three enabling ordinances will be submitted to City Council on November 19th in accordance with the 2014 budget timeline.

    The City Treasurer presented Council with the Account Balance Report and the Monthly Intake Report for September, 2013 electronically prior to the council meeting. 

     

    The City Controller presented bills for payment as follows: from the general fund – $769,251.47; from the capital projects fund – $72,628.43; and, from the liquid fuels tax fund – $29,496.30 for a grand total of $871,376.20. Motion by Mayor Stock with second from CW Kline to approve payment of bills as presented.  All voted aye.

    “Extra Mile Day” – November 1st – Recognizing Tom Panei, Denny Offstein, Chris Ziegler, Jill Kraus and Julie Dandoy for their dedication and hard work in the City of Butler.

    MINUTES

    City Council Meeting

    City of Butler, Pennsylvania

    October 24, 2013

     Mayor Stock called the meeting to order at 7:00 PM.  Mayor Stock and Council members Scott, Kline, Schontz and Guard were present. The pledge of allegiance to the flag followed an invocation given by The Reverend James W. Dollhopf, FirstEnglishLutheranChurch.

     PERSONS TO BE HEARD:

    v      Greg Sloan – thanked council for continued support from the City for the Butler Area Public Library

    v      Chelynne Curci – Butler Downtown will hold its annual public meeting on November 14, 2013 at 5:30 PM at the Grand Ballroom.

    v      Mark Krenitsky – concerned about the TIF

     PRESENTATIONS:

     Motion by CM Schontz with second from CW Scott to approve the minutes of the regular City Council meeting of September 26, 2013.  All voted aye.

     MONTHLY & ANNUAL DEPARTMENT REPORTS

    (Note:  Department Reports Distributed to Council at Tuesday’s Forum Meeting for Review)

     All department reports for the month of September were approved by individual, unanimous votes.

     COUNCIL REPORTS/ACTIONS

      Councilwoman Scott

     1. Motion to approve distribution of 2013 State Aid for pension plans as follows:  to the Firefighters Pension Plan – $208,058.54, to the Police Pension Plan – $164,430.39 and to the Officers’ & Employees’ Pension Plan – $8,178.21, with the total amount of 2013 State Aid distributed to pension plans being $380,667.14. Second by CM Schontz.  All voted aye.

     2. Motion to pay the second installment of the 2012 street paving loan to NexTier in the amount of $152,800.00.  $150,000.00 – LIN 01 472 913 – Principal:  $2,800.00- LIN 01 472 914 – Interest.  Second by CW Guard.  All voted aye.

     3. Motion to direct the City Clerk to prepare and release a request for proposals for a Tax Revenue Anticipation Note (TRAN) in the amount of ($600,000.00) six-hundred thousand dollars for Fiscal Year 2014.  Second by CW Kline.  All voted aye.

     4.  Motion for the introduction and first reading of City Ordinance No. 1680, an ordinance of the City of Butler, Pennsylvania amending Chapter 139 of the Codified Ordinances of the City of Butler to adopt the 2009 International Fire Code regulating and governing the safeguarding of life and property from fire and explosion hazards and providing for the issuance of permits and collection fees therefore.  Second by Mayor Stock.  All voted aye.

    5.  Motion to approve the hiring of an additional 2 part time firefighters for the Bureau of Fire.  Second by CM Schontz.  All voted aye.

     6. Motion to approve the conditional hiring of Wayne Geibel for the position of Truck           Driver in  the Streets Department.  Second by Mayor Stock.  All voted aye.

     7.  Motion for the introduction and first reading of City Ordinance No. 1679, an      ordinance of the City of Butler, Butler County, Pennsylvania, amending Chapter 260 (zoning) of the Codified Ordinances of the City of Butler and all prior amendments  thereto.  Second by CW Guard.  All voted aye.

        8. Motion to award the demolition of 433 Mercer Street to A. P. Wise Excavating in the      amount of $6,820.00, based upon the general specifications of the contract and the release by the City Solicitor.  Second by CW Kline.  All voted aye.

     Councilwoman Guard

     9. Motion to enter into a Professional Services Agreement with Pashek Associates for the purpose of obtaining a feasibility study for the proposed SprayPark in Memorial Park.  Second by CW Kline.  All voted aye.

     10. Motion to accept resignation of Jill Kraus from the Shade Tree Commission effective November 1, 2013.  Second by Mayor Stock.  All voted aye.

    11. Motion to approve City Council’s 2014 meeting schedule, a copy of which will be published in a local newspaper to comply with the Sunshine Act and attached to the minutes of this meeting.  Second by CW Kline.  All voted aye.

     12. Motion to enter into an agreement with (PSI) Perfection Services, Inc. for ITAssist at a rate of $306.87 per month.  Second by CM Schontz.  All voted aye.
