Mayor Smith called the meeting to order at 7:00 PM.  Mayor Smith and Council members Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Mayor Smith.                   

Motion by Mayor Smith with a second from CM Dandoy to approve the agenda for the regular meeting of July 22, 2021.  All voted aye.  Agenda approved.

Motion by Mayor Smith with a second from CM Bonus to approve the minutes of the regular meeting of July 8, 2021.  All voted aye.

Motion by Mayor Smith with a second from CM Bonus to acknowledge receipt of the monthly minutes from RACB, including the CDBG/HOME Program activities. All voted aye.

MONTHLY BOARDS AND AUTHORITIES LIAISON REPORTS   

Liaisons of the City’s boards and authorities gave a brief report from the board or authority that met in June.

MONTHLY DEPARTMENT REPORTS

Motion to accept the monthly reports from the Office of the City Clerk, the Police Department, Fire Department, Office of Business & Community Development/Code Enforcement, Department of Public Works, and Parking Department for the month of June. Motion by Mayor Smith. Second by CM Dandoy.  All voted aye.

COUNCIL REPORTS/ACTIONS

Councilman Bonus

1.Motion to direct the City Clerk to prepare and release a request for proposals (RFP) for traffic signal repairs for the years 2022 and 2023. Second by CM Dandoy.  All voted aye.

2.Motion to approve a payment in the amount of $1,011,225.66 to NexTier Bank for the 2021 Tax Revenue Anticipation Note.  $1,000,000.00 Principal (LIN 01 472 601)   &   $11,225.66 Interest (LIN 01 472 600) – Payoff Date – July 23, 2021; maturity date is July 31, 2021. Second by Mayor Smith.  All voted aye.

3.Per recommendation from the Pension Board, motion to direct Chris Brokaw, AndCo. Consulting, to move funds from Vanguard Institutional Funds to Vandguard Short-term Bond Funds as follows:  Firefighter Pension Plan – $300,000; Police Pension Plan – $200,000; Officer & Employee Pension Plan – $100,000. Second by CM Dandoy.  All voted aye.

4.Per recommendation from the Pension Board, motion to request an analysis prepared by Mockenhaupt Benefits Group that shows the preliminary 2021 valuation results under the 2019 assumptions and the recommended assumptions and the impact on the estimated MMOs.  ($600 per fund). Second by CM Dandoy.  All voted aye.

5.Motion to approve a payment in the amount of $1,260.97 to NexTier Bank for the 2021 Series-Bonds used to purchase the ladder truck.  $1,260.97 Interest; maturity date is June 30, 2032.  LIN 01 472 912. Second by Mayor Smith.  All voted aye.

Councilman Smith

6.Motion to submit a letter of support for the Butler County Tourism and Convention Bureau nomination of the City of Butler as a World War II Heritage City. Second by CM Bonus.  All voted aye.

7.Motion to advertise for the resurfacing of the Ritts Park pickleball courts in Ritts Park. Portions of this project are funded by a DCED Greenways, Trails and Recreation Grant.

Second by Mayor Smith.  All voted aye.

8.Motion to advertise for the rebuilding / restoration of the Ritts Park Memorial Seating in Ritts Park. Portions of this project are funded by a DCED Greenways, Trails and Recreation Grant. Second by CM Bonus.  All voted aye.

Councilman Bonus

9.Motion to approve payment to Davis Demolition and Excavating in the amount of $7,276.20 for the 2021 Curb Ramp Replacement Project.  LIN   35 430 439. Second by Mayor Smith.  All voted aye.

10.Motion to approve payment to Bauer Excavating, Inc. in the amount of $5,470.00 for the removal of trees and debris from Sullivan Run.  LIN 18 427 305. Second by Mayor Smith.  All voted aye.

11.Motion to approve payment to Robinson Pipe Cleaning in the amount of $7,723.75 for cleaning storm pipes and drains in various areas in the City.   LIN 01 430 373. Second by Mayor Smith.  All voted aye.

Councilman Dandoy

12.Motion to direct the City Clerk to advertise for sale a 1983 Ford F350 Dual Rear Wheel 2WD standard cab pick-up truck with 8′ bed (VIN 2FDJF37G3DC808209). Second by Mayor Smith.  All voted aye.

13.Motion to direct the City Clerk to advertise for sale a 2003 Mobile Concepts by Scotty 35′ trailer, model SA-35BleacherFH (VIN 1SSTT35T4311SS759). Second by Mayor Smith.  All voted aye.

The City Treasurer presented a Monthly Intake Report for June 2021.

The City Controller presented bills for payment as follows: from the general fund – $1,785,519.40; from the parking fund – $25,520.74; from the capital projects fund – $8,013.05 and from the liquid fuels tax fund – $7,545.82; for a grand total of $1,826,599.01.  Motion by Mayor Smith with second from CM Bonus to approve payment of bills as presented.  All voted aye.

July Public Announcement – Municipal Separate Storm Sewer System (MS4)

As part of an ongoing education plan, we would like to remind local residents to collect rainwater from rooftops in mosquito proof rain barrels. The water can then be used later to water lawns and garden areas. Do not brush/sweep dirt, leaves, etc. into any storm drain. The purpose of the storm sewers are to direct stormwater runoff to the local streams. If the system is clogged, then localized flooding may occur during a large rainfall event.
