Mayor Smith called the meeting to order at 7:01 PM. Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Rev. Leigh Benish, Hill United Presbyterian Church.
Motion by Mayor Smith to approve the agenda for the regular meeting of February 11, 2021. Second by CM Bonus.
Councilman Dandoy made a motion to add a motion to accept the resignation of Bradley P. Sabolcik from the Butler Bureau of Fire, effective February 10, 2021. Second by Mayor Smith. All voted aye.
Councilman Dandoy made a motion to add a motion to apply for a FY 2020 Staffing for Adequate Fire and Emergency Response (SAFER) grant, and utilize John Sly Grant Writing Services in preparing the application, at an estimated cost of $3,000, with a maximum cost not to exceed $3,500. Second by Mayor Smith. All voted aye.
Councilman Smith made a motion to add a motion for the introduction and first reading of City Ordinance No. 1798; an ordinance of the City of Butler amending Chapter 52, Officers and Employees, taking office on or after January 1, 2022. Second by Mayor Smith. All voted aye.
All voted aye. Agenda amended.
Motion by Mayor Smith to approve the minutes regular meeting of January 28, 2021. Second by CM Dandoy . All voted aye.
COUNCIL REPORTS/ACTIONS
Councilman Walter
- Motion to approve a payment in the amount of $223,406.15 to Wells Fargo Bank for debt service for the City’s 2005 general obligation bonds. (Note: This payment includes principal of $210,000.00 and interest of $13,406.15; due March 1st.) Second by Mayor Smith. All voted aye.
- Motion to approve payment to the Butler Area Public Library in the amount of $30,610.91 that represents the proceeds from the City’s 2020 library tax.
LIN 01 456 540. Second by CM Dandoy. CM Walter, CM Smith, CM Dandoy and Mayor Smith voted aye. CM Bonus abstained.
Councilman Smith
- Motion to approve City Resolution No. 2021-02-11; the City of Butler agrees to comply with the requirements of the Butler County Parks Renovation Program for the purpose of obtaining grant funds for the renovation of Butler Ritts and Father Marinaro Parks. Second by Mayor Smith. All voted aye.
- Motion to waive shelter fees for the Miller, Rotary and Deal shelters for the Butler Area Street Machine Assoc. on July 4th. Second by CM Bonus. All voted aye.
- Motion to approve an agreement with the Butler Youth Lacrosse Association to utilize Memorial Park and Father Marinaro Park during April and May for their Spring Youth Lacrosse Season. Second by Mayor Smith. All voted aye.
- Motion for the introduction and first reading of City Ordinance No. 1798; an ordinance of the City of Butler amending Chapter 52, Officers and Employees, taking office on or after January 1, 2022. Second by Mayor Smith. All voted aye.
Councilman Bonus
- Motion to approve the purchase of a SADS 304 SS Hydraulic Spreader from SEI Stephenson Equipment, Inc., in the amount of $4,300.00. COSTARS #025-021. LIN 35 430 429. Second by Mayor Smith. All voted aye.
- Motion to approve the purchase and installation of a garage door for the streets department in the amount of $3,675.00 from James L. Abbott, General Contractor LLC. LIN 01 455 255. Second by Mayor Smith. All voted aye.
Councilman Dandoy

Mayor Smith
- Motion to reapprove the Residential Anti-Displacement, Acquisition, Demolition and Relocation Assistance Plan applicable to the Community Development Block Grant program. Second by CM Walter. All voted aye.
- Motion to reapprove the Citizen Participation Plan and Grievance Form; the Citizen Complaint/Grievance Process; and the Minority and Women’s Business Enterprise Action Plan for the City of Butler and Redevelopment Authority of the City of Butler Community Development Block Grant/Home Programs. Second by CM Walter. All voted aye.
- Motion to approve City Resolution No. 2021-02-11A; To revise the 2019 CDBG program by reducing the Kaufman Drive/Slagle Avenue line item by $2,784.90 and reallocate the same amount to the Street Improvement – Southside – CT 9025, BG 2 line item. Second by CM Bonus. All voted aye.
- Motion to appoint Steve Braden to the Butler Area Sewer Authority for a term of 5 years, with such term to expire on December 31, 2025 (replacing Cindy McKnight’s seat on the authority which expired December 31, 2020). Second by CM Walter. All voted aye.
The City Controller presented bills for payment as follows: from the general fund – $441,971.67; from the parking fund – $5,124.58; from the capital projects fund – $465,535.74 and from the liquid fuels tax fund – $14,705.06; for a grand total of $927,337.05. Motion by Mayor Smith with second from CM Bonus to approve payment of bills as presented. All voted aye.
ANNOUNCEMENT:
Lance Calvert’s appointment to the Butler Area Sewer Authority for a term of 5 years will expire on December 31, 2023 (not 2024).
Mayor Smith adjourned the meeting at 7:37 PM.
