City Council Meeting
City of Butler, Pennsylvania
November 19, 2020 7pm via Zoom Meeting

Mayor Smith called the meeting to order at 7:00 PM.  Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Deacon Mitch Natali, St. Paul Catholic Church.

Motion by Mayor Smith with a second from CM Walter to approve the agenda for the regular meeting of November 19, 2020.

Motion by CM Bonus to add a motion to approve the purchase of a SADS 304 SS Hydraulic Spreader from SEI Stephenson Equipment, Inc., in the amount of $4,300.00.  COSTARS #025-021.  LIN 35 430 429.  Second by Mayor Smith.  All voted aye.

All voted aye.  Agenda amended.

Motion by Mayor Smith with a second from CM Dandoy to approve the minutes of the regular meeting of November 5, 2020.  All voted aye.

Motion by Mayor Smith with a second from CM Walter to acknowledge receipt of the monthly minutes from RACB, including the CDBG/HOME Program activities. All voted aye.

MONTHLY & ANNUAL DEPARTMENT REPORTS

(Note:  Department Reports Distributed to Council electronically)

Motion to accept the monthly reports from the Office of the City Clerk, the Police Department, Fire Department, Office of Business & Community Development/Code Enforcement, Department of Public Works and Parking Department for the month of October. Motion by Mayor Smith. Second by CM Walter.  All voted aye.

COUNCIL REPORTS/ACTIONS

Councilman Walter

  1. Motion for the introduction and first reading of City Ordinance No. 1793, an ordinance of the City of Butler fixing the tax rate for Fiscal Year 2021. Second by Mayor Smith. All voted aye.
  2. Motion for the introduction and first reading of City Ordinance No. 1794, an ordinance of the City of Butler adopting the annual budget and appropriating specific sums estimated to be required for the specific purposes of the City government as set forth therein during Fiscal Year 2021.  Second by Mayor Smith.  All voted aye.
  3. Motion for the introduction and first reading of City Ordinance No. 1795, an ordinance of the City of Butler fixing the wages and salaries of employees of the City in conformance with the budget for Fiscal Year 2021.  Second by CM Dandoy.  All voted aye.
  4. Motion to approve City Resolution 2020-11-19, a resolution of the City of Butler authorizing the issuance of a Tax Revenue Anticipation Note Series 2021 in the amount of $1,000,000. Second by Mayor Smith.  All voted aye.

Councilman Bonus

  1. Motion to approve the purchase of a SADS 304 SS Hydraulic Spreader from SEI Stephenson Equipment, Inc., in the amount of $4,300.00. COSTARS #025-021.  LIN 35 430 429.  Second by Mayor Smith.  All voted aye.

Mayor Smith

  1. Motion to approve closing Main Street from Penn Street to Wayne Street, for the Bantam Jeep Heritage Festival event, sponsored by Friends of the Bantam Jeep Association, to be held on Friday, June 11, 2021 from 3:30 PM until 10:30 PM. Second by CM Walter.  All voted aye.
  2. Motion to approve City Council’s 2021 meeting schedule, a copy of which will be published in a local newspaper to comply with the Sunshine Act and attached to the minutes of this meeting. Second by CM Bonus. All voted aye.

The City Treasurer presented a Monthly Intake Report for October, 2020.

The City Controller presented bills for payment as follows: from the general fund – $472,242.15; from the parking fund – $34,810.27; from the capital projects fund – $764.50; and from the liquid fuels tax fund – $6,604.14; for a grand total of $514,421.06.  Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented.  All voted aye.

November Public Announcement – Municipal Separate Storm Sewer System (MS4)

As part of an ongoing education plan, we would like to ensure that local residents are aware of the two types of systems that are within Butler City and the other local municipalities. The one system is the sanitary sewer system, in which toilets, sinks and garbage disposals are all connected and flow into a treatment facility that removes all of the contaminants and then discharges clean water into a local waterway. The storm sewer system is made up of catch basins that are usually placed along curbs in streets and parking lots and direct stormwater runoff through a series of pipes directly into the local waterway. Please be aware that there is no treatment for stormwater, so do not dump anything into the storm sewer catch basins. If you are unsure about the proper disposal of any type of waste material, please contact your local municipality
