City Council
City of Butler, Pennsylvania
October 6, 2020 7pm via Zoom Meeting

Mayor Smith called the meeting to order at 7:00 PM. Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Pastor Dave Maitland, First Baptist Church.

Motion by Mayor Smith to approve the agenda for the regular meeting of October 6, 2020. Second by CM Walter.

Motion by Mayor Smith to amend to agenda to add the motion for the first reading and introduction of City Ordinance No. 1792; An ordinance of the City of Butler, Pennsylvania, amending Chapter 232, Article VII; Street Use Permit for Parades and Special Events, of the codified ordinance of the City of Butler.  Second by CM Dandoy.  All voted aye.  Agenda amended.

Motion by Mayor Smith with a second from CM Walter to approve the minutes of the regular meeting of September 24, 2020.  All voted aye.

COUNCIL REPORTS/ACTIONS

Councilman Walter

  1. Motion to approve distribution of 2020 State Aid for pension plans as follows: to the Firefighters Pension Plan – $245,797.76, to the Police Pension Plan – $179,227.53 and to the Officers’ & Employees’ Pension Plan – $87,053.37, with the total amount of 2020 State Aid distributed to pension plans being $512,078.66. Second by Mayor Smith. All voted aye.
  2. Motion to approve payment from the General Fund for pension plans as follows: to the Firefighters Pension Plan – $88,535.24; to the Police Pension Plan – $180,631.47; and to the Officers’ & Employees’ Pension Plan – $5,718.63, with the total amount being $274,885.34 to satisfy the 2020 MMOs. Second by Mayor Smith. All voted aye.
  3. Motion to direct the City Clerk to release a request for proposals for a Tax Revenue Anticipation Note in the amount of one-million dollars for Fiscal Year 2021. Second by Mayor Smith. All voted aye.
  4. Motion to approve the 2021 Municipal Benefits Services renewal. Second by CM Bonus. All voted aye.

Councilman Smith

  1. Motion to sell parcel 561-37-1-0000 known as the Southside Playground to the Berean Bible Chapel for a sum of $50,000 and an agreement to make 10 annual payments of $2,500 to the City. The initial sum and subsequent payments are to be used to enhance Father Marinaro Park for the benefit of the residents on the South Side.  Second by Mayor Smith. All voted aye.

Councilman Bonus

  1. Motion for the second reading and adoption of City Ordinance No. 1790, an ordinance of the City of Butler, Pennsylvania amending the City’s traffic control schedules contained in Chapter 245 of the codified ordinances of the City of Butler by making permanent the experimental regulations previously adopted by city council on a 90-day trial basis. Second by Mayor Smith. All voted aye.
  2. Motion to approve a block party on West Fulton Street, from 221 West Fulton Street to 229 West Fulton Street on Saturday, October 31, 2020 from 3:00 PM to 10:00 PM. Second by CM Walter. All voted aye.

Mayor Smith

  1. Motion to approve the amended City Resolution 2020 – 09 – 24A, to include the City’s match of $316,530; actual grant request of $738,570 from the DCED Multimodal Transportation Fund. Total project scope is $1,055,100. Second by CM Bonus.  All voted aye.
  2. Motion for the first reading and introduction of City Ordinance No. 1792; An ordinance of the City of Butler, Pennsylvania, amending Chapter 232, Article VII; Street Use Permit for Parades and Special Events, of the codified ordinance of the City of Butler. Second by CM Dandoy. All voted aye.

The City Controller presented bills for payment as follows: from the general fund – $670,471.88; from the parking fund – $4,788.39; and from the liquid fuels tax fund – $708.52; for a grand total of $675,968.79. Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented.  All voted aye.

  • ANNOUNCEMENTS

Trick or Treat will be held from 6PM until 7PM on October 31st.   Rain date (to be announced on Code Red) will be November 1st from 6PM until 7PM.

Mayor Smith adjourned the meeting at 7:24 PM.
