City Council Meeting
City of Butler, Pennsylvania
April 25, 2019
Mayor Smith called the meeting to order at 7:00 PM. Mayor Smith and Council members Walter, Smith, Bonus and Roche were present. The pledge of allegiance to the flag followed an invocation given by the Reverend Dan Ledford, Westminster Church (PCA).
PERSONS TO BE HEARD:
Nicole Lynn Thurner, Tom Breth and Denny Offstein announced the Bicycle Rodeo to be held on May 5th from 10:00 AM until 4:00 PM at the Butler Farmers’ Market for the children who live in the City.
Sam Doctor, introduced himself as the Democratic nominee for the PA State House Representative 11th District.
Motion by Mayor Smith with a second from CM Bonus to approve the minutes of the regular meeting of April 9, 2019. All voted aye.
Motion by Mayor Smith with a second from CM Walter to acknowledge receipt of the monthly minutes from RACB, including the CDBG/HOME Program activities. All voted aye.
MONTHLY BOARDS AND AUTHORITIES LIAISON REPORTS
Liaisons of the City’s boards and authorities gave a brief report from the board or authority that met in March.
MONTHLY DEPARTMENT REPORTS

Department reports for the month of March were approved by individual, unanimous votes. The administrative monthly report for February from the City Clerk was also approved by individual, unanimous votes.
COUNCIL REPORTS/ACTIONS
Councilman Walter
- Motion to approve City Resolution no. 2019-04-25 approving to revise the 2016 CDBG program as follows: Reduce the Street Improvement – Census Tract 9025 – BG 2 line item by $56,646.21 and the Fire Station/Equipment line item by $810.00 and reallocate a total of $57,456.21 to the Street Improvement – Census Tract 9025 – BG 1 (Lincoln Avenue) line item. Second by CM Bonus. All voted aye.
Councilman Smith
- Motion to approve the purchase of Kubota tractor in the amount of $25,547.80 from M & R Equipment through Sourcewell (Contract #44000100121; Ag Products) for use in the parks department. LIN 01 469 260. Second by Mayor Smith. All voted aye.
- Motion to approve an agreement to allow JMac Cycling LLC to utilize Memorial Park Drive in Memorial Park for bicycle races on May 26th and August 25th. Second by Mayor Smith. All voted aye.
- Motion to approve an amended agreement with the Butler County Children’s Center for use of the Butler Memorial Park Miller Shelter for a recreational program to be held from June 1st through August 31st. Second by Mayor Smith. All voted aye.
Councilman Roche
- Motion to nominate Chris Marlar to the Fusion Liaison Officer Program (FLO) of the Western Pennsylvania All Hazards Fusion Center as the FLO for the City of Butler. Selection of the FLO will be based on review of the candidate application by Western PA All Hazard Fusion Center. Second by Mayor Smith. All voted aye.
Mayor Smith
- Motion to make written application to the Civil Service Board for a certified list of candidates to fill the vacancies created by the resignations of Kevin Novak and Corey Wendel. Second by CM Walter. All voted aye.
- Motion to reappoint Gregg Mason to the Planning and Zoning Commission for a four year term ending on June 30, 2023. Second by CM Bonus. All voted aye.
In the absence of the City Treasurer, Councilman Smith presented a monthly intake report for March, 2019.
The City Controller presented bills for payment as follows: from the general fund – $110,719.39; from the parking fund – $29,658.75; from the capital projects fund – $2,794.51; and from the liquid fuels tax fund – $14,902.18; for a grand total of $158,074.83. Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented. All voted aye.
