All department reports for the month of September, 2011 were approved by individual, unanimous votes.
COUNCIL REPORTS/ACTIONS
Councilman Bratkovich
1. Motion to approve distribution of 2011 State Aid for pension plans as follows: to the Firefighters Pension Plan – $306,819.49, to the Police Pension Plan – $153,430.03 and to the Officers & Employees Pension Plan – $3,771.46, with the total amount of 2011 State Aid distributed to pension plans being $464,420.98. Second by CW Kline. All voted aye.
2. Motion to direct the City Clerk to prepare and release a request for proposals for a Tax Revenue Anticipation Note (TRAN) in the amount of ($600,000.00) six-hundred thousand dollars for Fiscal Year 2012. Second by CW Kline. All voted aye.
3. Motion to approve City Resolution No. 2011-10-27; granting the Redevelopment Authority of the City of Butler approval for revisions of CDBG grants for 2008 and 2009 programs. Second by CM Schontz. All voted aye.

4. Motion to authorize the City Clerk to advertise for bids for sale of two fire apparatus. Second by CM Schontz. All voted aye.

Motion for the second reading and adoption of City Ordinance No. 1642 amending the City’s traffic control schedules contained in Chapter 245 of the Codified Ordinances of the City of Butler by making permanent experimental regulations previously adopted by City Council on a 90-day trial basis. Second by CW Kline. All voted aye.
6. Motion to enter into an agreement with Southwestern Pennsylvania Corporation for the City of Butler SR 8 SINC-UP project. Second by Mayor Stock. All voted aye.
7. Motion to close Race Street on Saturday, October 29, 2011 from 1 pm until 5 pm for the Family FunFest. Second by CW Kline. All voted aye.
8. Motion to approve payment in the amount of $8,800.00 to Bauer Excavating for the Sullivan Run stream cleaning project upon final inspection of the City Engineer. LIN 18 427 305 Second by Mayor Stock. All voted aye.
9. Motion to award the Hanson Avenue stream cleaning project to Bauer Excavating in the amount of $4,100.00. LIN 18 430 436 Second by CM Reese. All voted aye.
10. Motion to designate one parking space on the west curb of West Diamond Street (in front of the Historical Society) as a “20 minute parking Historical Society only” on a 90 day trial basis. Second by CW Kline. All voted aye.
11. Motion to award the demolition of 112 Zeigler Avenue to A. P. Wise Excavating in the amount of $8,040.00, based upon the general specifications of the contract and the release by the City Solicitor. LIN 18 427 221 Second by CW Kline. All voted aye.
12. Motion to approve payment to A. P. Wise Excavating in the amount of $7,045.00 for the demolition of 325 Federal Street, upon final inspection and approval of the Code Enforcement Officer. LIN 18 427 221 Second by Mayor Stock. All voted aye.

13. Motion for the second reading and adoption of City Ordinance No. 1644 amending Chapter 101 section 101-2 of the Codified Ordinances of the City of Butler; Prohibited Activities stating no person shall possess, distribute or consume any alcoholic beverage at or on any public square, park, playground, playfield, parking lot, depot or any agency thereof without express written permission from the City of Butler. Second by Mayor Stock. All voted aye.
14. Motion for the second reading and adoption of City Ordinance No. 1645 repealing Chapter 104; Article IV of the Codified Ordinances of the City of Butler prohibiting dogs at special events. Second by Mayor Stock. All voted aye.

Motion to accept a proposal from and award a contract to Vogel Disposal Service for the collection of residential solid wastes and recyclable materials for the period January 1, 2012 through December 31, 2014. (A copy of the fee schedule shall be attached to the minutes of this meeting.) Second by CM Schontz. All voted aye.
.16. Motion for the second reading and adoption of City Ordinance No. 1643 amending Part 1: Chapter 6 of the Codified Ordinances of the City of Butler; Authorities – to add the City of Butler Human Relations Commission.
Motion by CM Schontz table City Ordinance No. 1643. Second by CW Kline. CM Bratkovich voted no. CM Reese, CM Schontz, CW Kline and Mayor Stock all voted aye. Ordinance No. 1643 is tabled.
17. Motion to approve City Council’s 2012 meeting schedule, a copy of which will be published in a local newspaper to comply with the Sunshine Act and attached to the minutes of this meeting. Second by CW Kline. All voted aye.
The City Controller presented bills for payment as follows: from the general fund – $641,430.53; from the capital projects fund – $12,004.77; and, from the liquid fuels tax fund – $8,434.06 for a grand total of $661,869.36. Motion by CM Bratkovich with second from CW Kline to approve payment of bills as presented. All voted aye.
