Motion by Mayor Stock with second from CM Schontz to approve the minutes of the regular City Council meeting of August 25, 2011.
The following actions took place at the City’s Forum Meeting held on September 27, 2011: A public hearing was held for the 2011 CDBG Program highlights. Following the public hearing there was a Motion to approve City Resolution No. 2011-09-27, authorizing the submission of the 2011 CDBG Program application as outlined therein. Second by CM Schontz. All voted aye.

1. Motion to approve the 2012 Minimum Municipal Obligations for the City’s three pension plans as follows: for the Firefighters Pension Plan – $279,911 and for the Police Pension Plan – $153,750 and the Officers and Employees Pension Plan – zero

2. Motion for the first reading and introduction of City Ordinance No. 1642 amending the City’s traffic control schedules contained in Chapter 245 of the Codified Ordinances of the City of Butler by making permanent experimental regulations previously adopted by City Council on a 90-day trial basis. Second by CM Reese. All voted aye.
3. Motion to install a “No Parking-Bus Loading” sign one space west of Jackson Street on the north curb of West Jefferson Street on a 90-day trial basis. Second by Mayor Stock. All voted aye.
4. Motion to approve payment to A.P. Wise Excavating in the amount of $6,675.00 for the demolition of 312-314 Eau Claire Street, upon final inspection and approval of the Code Enforcement Officer.

5. Motion to award the demolition of 325 Federal Street to A.P. Wise Excavating, LLC in the amount of $7,045.00 based upon the general specifications of the contract and the release by the City Solicitor. Second by CM Reese. All voted aye.
6. Motion to close West New Castle Street from Main Street to Washington Street on Thursday, October 6, 2011 from 6:00 PM until 8:00 PM for a new store grand opening. Second by CW Kline. All voted aye.
7. Motion to approve the recommendation from Gateway Engineers to accept the bid from Bauer Excavating in the amount of $8,800.00 for the Sullivan Run Cleaning Project. Second by CW Kline. All voted aye.
8. Motion to direct the City Clerk to seek proposals for limestone, asphalt and petroleum products for Fiscal Year 2012 with such proposals due not later than 4:00 PM on November 14th. Second by CW Kline. All voted aye.

9. Motion for the first reading and introduction of City Ordinance No. 1644 amending Chapter 101 section 101-2 of the Codified Ordinances of the City of Butler; Prohibited Activities stating no person shall possess, distribute or consume any alcoholic beverage at or on any public square, park, playground, playfield, parking lot, depot or any agency thereof without express written permission from the City of Butler. Second by CM Schontz. All voted aye.
10. Motion for the first reading and introduction of City Ordinance No. 1645 repealing Chapter 104; Article IV of the Codified Ordinances of the City of Butler prohibiting dogs at special events. Second by Mayor Stock. All voted aye.

11. Motion to approve a three-year extension of the cooperation agreement between the City and the Redevelopment Authority of the City of Butler for administration of the City’s Community Development Block Grant Program Funds, HOME Program funds and other State and Federal funds with such extension running through October 1, 2014. (This motion supersedes the one year agreement that was approved at the regularly scheduled City Council meeting last month) Second by CM Schontz. All voted aye.
12. Motion for the first reading and introduction of City Ordinance No. 1643 amending Part 1: Chapter 6 of the Codified Ordinances of the City of Butler; Authorities – to add the City of Butler Human Relations Commission. Second by CM Reese. All voted aye.
In the absence of the City Controller, the City Clerk presented bills for payment as follows: from the general fund – $349,662.07; from the capital projects fund – $53,905.69; and, from the liquid fuels tax fund – $27,209.38 for a grand total of $430,777.14. Motion by Mayor Stock with second from CM Schontz to approve payment of bills as presented. All voted aye.
