City Council Meeting
City of Butler, Pennsylvania
December 1, 2020 7pm via Zoom Meeting

Mayor Smith called the meeting to order at 7:00 PM.  Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Councilman Bob Dandoy.

  • NEIGHBORHOOD PRIDE AWARD:

Julie Ryan and Sara Beth Swain, 216 Walker Avenue

Council recessed for an executive session to discuss real estate at 7:04 PM.  Council reconvened at 7:22 PM.

Motion by Mayor Smith to approve the agenda for the regular meeting of December 1, 2020.  Second by CM Dandoy.

Motion by Councilman Smith to add a motion to authorize and direct the City Clerk to advertise for sealed bids for the purchase of the Tier Parking Garage as a base bid; and, if desired, an alternative bid for the purchase of additional portions of the City’s parking system; if desired, an alternative bid for the purchase of the entire City parking system; if desired, an alternative bid for the City to provide meter enforcement services to the bidder; and/or, if desired, an alternative bid for the successful bidder to provide enforcement services to the City.  All bids shall be received in the Office of the City Clerk no later than 2:00 PM. on January 5, 2021.   Second by Mayor Smith.  All voted aye.

All voted aye.  Agenda amended.

Motion by Mayor Smith with a second from CM Bonus to approve the special meeting of November 19, 2020 and regular meeting of November 19, 2020.  All voted aye.

COUNCIL REPORTS/ACTIONS

Councilman Smith

  1. Motion to authorize and direct the City Clerk to advertise for sealed bids for the purchase of the Tier Parking Garage as a base bid; and, if desired, an alternative bid for the purchase of additional portions of the City’s parking system; if desired, an alternative bid for the purchase of the entire City parking system; if desired, an alternative bid for the City to provide meter enforcement services to the bidder; and/or, if desired, an alternative bid for the successful bidder to provide enforcement services to the City. All bids shall be received in the Office of the City Clerk no later than 2:00 PM. on January 5, 2021. Second by Mayor Smith.  All voted aye.

Councilman Dandoy

  1. Motion to accept a proposal from NexTier Bank at an interest rate of 2.85% for a 10 year general obligation bond for the financing of the 2021 Pierce Arrow XT 100’ Mid-Mount Tower Ladder at a cost of $1,329,763.00. Second by CM Bonus. CM Bonus made a motion to table the motion. Second by Mayor Smith.  All voted aye.  Motion tabled.

The City Controller presented bills for payment as follows: from the general fund – $94,546.30; from the parking fund – $8,132.55; from the capital projects fund – $1,766.86; and from the liquid fuels tax fund – $303.15; for a grand total of $104,748.86. Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented.  All voted aye.

Mayor Smith adjourned the meeting at 7:51 PM.
