Mayor Smith called the meeting to order at 7:01 PM. Mayor Smith and Council members Walter, Smith, and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Rev. Dan Ledford, Westminster Presbyterian Church in America.

Motion by Mayor Smith to approve the agenda for the regular meeting of November 5, 2020. Second by CM Walter.

Motion by CM Dandoy to amend the agenda to add a Motion to direct the City Clerk to submit a request for proposals in the amount of $1,329,763.00 for a 10-year or a 15-year General Obligation multi-draw, term loan for the purchase of a 2021 Pierce Arrow XT 100′ Mid-Mount Tower Ladder.   Multi-draw to be over a period of 12 months.   Second by Mayor Smith. All voted aye.

 All voted aye. Agenda amended.

Motion by Mayor Smith with a second from CM Walter to approve the minutes of the regular meeting of October 20, 2020.  All voted aye.

COUNCIL REPORTS/ACTIONS

Councilman Walter

  1. Motion to accept a proposal submitted by NexTier Bank for a 2021 Tax Revenue Anticipation Note in the amount of $1,000,000.00 at an annual interest rate of 2.1% percent per annum. Second by Mayor Smith. All voted aye.
  2. Motion to approve bids submitted by and award the Fiscal Year 2021 contract for supply of the City’s asphalt materials to:

Wiest Asphalt Products & Paving Inc. as follows:

9.5MM Superpave Wearing Course FOB; $62.00 per ton and 19MM Superpave FOB; $54.00 per ton. Total Contract: $46,400.00

Russell Standard Corporation as follows:

E-3 Emulsion Placed; $2.80/gallon; Total Contract: $7,000.00.  Second by Mayor Smith. All voted aye.

  1. Motion to approve a bid submitted by and award the Fiscal Year 2021 contract for supply of the City’s limestone materials to Allegheny Mineral Corporation as follows:

Unit Price Delivered at Job Site: #2A – $18.40 per ton; #4 – $19.65 per ton; #8 – $25.40 per ton; #57 – $19.40 per ton.     Total Contract: $82,850.00.  Second by Mayor Smith.  All voted aye.

Councilman Dandoy

  1. Motion to accept a proposal from NexTier Bank at an interest rate of 3.07% for the financing of the 2021 Pierce Arrow XT 100’ Mid-Mount Tower Ladder at a cost of $1,298,814.00. Second by Mayor Smith. All voted no. Motion not approved.
  2. Motion to direct the City Clerk to submit a request for proposals in the amount of $1,329,763.00 for a 10-year or a 15-year General Obligation multi-draw, term loan for the purchase of a 2021 Pierce Arrow XT 100′ Mid-Mount Tower Ladder.   Multi-draw to be over a period of 12 months. Second by CM Walter. All voted aye.
  3. Motion to accept a COVID-19 Crisis Fire Company and Emergency Medical Services grant in the amount of $25,342 from the Office of the State Fire Commissioner, and execute the required grant agreement. Second by CM Walter. All voted aye.

Mayor Smith

  1. Motion for the adoption and second reading of City Ordinance No. 1792; An ordinance of the City of Butler, Pennsylvania, amending Chapter 232, Article VII; Street Use Permit for Parades and Special Events, of the codified ordinance of the City of Butler. Second by CM Dandoy. All voted aye.
  2. Motion to approve closing a portion of Main Street for the Carved in Ice event, sponsored by Butler AM Rotary, to be held on Friday, February 19, 2021 and Saturday, February 20, 2021. Second by CM Walter. All voted aye.

The City Controller presented bills for payment as follows: from the general fund – $103,498.22; from the parking fund – $11,142.51; and from the liquid fuels tax fund – $296,343.31; for a grand total of $410,984.04. Motion by Mayor Smith with second from CM Dandoy to approve payment of bills as presented.  All voted aye.

Mayor Smith adjourned the meeting at 7:36 PM.
