City Council Meeting
City of Butler, Pennsylvania
June 23, 2020 7pm via Zoom Meeting
Mayor Smith called the meeting to order at 7:01 PM. Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Rev. Leigh Benish, Hill United Presbyterian Church.
Motion by Mayor Smith with a second from CM Dandoy to approve the agenda for the regular meeting of June 23, 2020. Motion by CM Dandoy to amend the agenda. Second by CM Bonus. All voted aye.
Motion by CM Dandoy to amend the agenda as follows:
Motion to add the motion to approve the Longdon Grievance Settlement Agreement, dated June 23, 2020, contingent upon receipt of a signed agreement by June 30, 2020 from the IAFF, as presented. Second by CM Bonus.. All voted aye. Agenda amended.
Motion by Mayor Smith with a second from CM Bonus to approve the minutes of the Regular meeting of June 2, 2020 and special meeting of June 18, 2020. All voted aye.
Motion by Mayor Smith with a second from CM Bonus to acknowledge receipt of the monthly minutes from RACB, including the CDBG/HOME Program activities. All voted aye.
MONTHLY & ANNUAL DEPARTMENT REPORTS

Motion to accept the monthly reports from the Office of the City Clerk, the Police Department, Fire Department, Office of Business & Community Development/Code Enforcement, Department of Public Works and Parking Department for the month of May. Motion by Mayor Smith. Second by CM Dandoy. All voted aye.
COUNCIL REPORTS/ACTIONS
Councilman Walter
Councilman Walter distributed the 2021 budget binders in the elected and appointed officials’ mailboxes.
- Motion to reappoint Derek Delaney to the City of Butler Parks, Recreation Grounds & Facilities Authority for a 5 year term which expires January 1, 2025. Second by CM Bonus. CM Walter made a motion to table. Second by CM Bonus. All voted aye. Motion tabled.
- Motion to appoint Chief Harry J. Fruecht, Retired of Police Consulting Services to administer the civil service testing for entry-level police officers and firefighters per request from the Civil Service Board. Second by Mayor Smith. All voted aye.
Councilman Smith
- Motion to approve the use of the Farmer’s Market by the Butler County Humane Society for the Annual Rabies Clinic to be held on Thursday, August 22, 2020 from 2:30 pm until 4:30 pm and waive the rental fee. Second by CM Bonus. All voted aye.
- Motion to approve the use of the Farmer’s Market by the Community Cat Network for a Spay and Neutering Cat Clinic to be held on Thursday, August 6, 2020 and waive the rental fee. Second by CM Bonus. All voted aye.
- Motion to enter into an agreement with the Butler Fastpitch Association to lease the T-Ball Field in Memorial Park commencing April 1, 2020 through October 31, 2020. Second by Mayor Smith. All voted aye.
- Motion to approve an agreement with the Butler Midget Football League for the 2020 season. Second by Mayor Smith. All voted aye.
Prior to preparing the trash hauling specifications for years 2021-2023, there will be a pre-bid meeting with prior hauling services.
Councilman Bonus
- Motion for the second reading and adoption of City Ordinance No. 1785, an ordinance of the City of Butler, Pennsylvania amending the City’s traffic control schedules contained in Chapter 245 of the codified ordinances of the City of Butler by making permanent the experimental regulations previously adopted by city council on a 90-day trial basis. Second by CM Walter. All voted aye.
- Motion to authorize the city clerk to advertise for bids for sale of the 2008 Ford F-550 Streets Department truck. Second by CM Walter. All voted aye.
- Motion to change the “20 Minute Parking” zone on W. New Castle Street, 55 feet west of N. 6th Avenue and 115 west of N. 6th Avenue to a “1 Hour Parking” zone on a 90-day trial basis. Second by CM Walter. CM Bonus motioned to amend the motion. Second by CM Walter. All voted aye.
Motion to remove the “20 Minute Parking” zone on W. New Castle Street, 55 feet west of N. 6th Avenue and 115 west of N. 6th Avenue on a 90-day trial basis. Second by Mayor Smith. All voted aye.
- Motion to install a “No Parking” sign on the east side of School Street between E. Jefferson Street and Reeder Street on a 90-day trial basis. Second by CM Smith. All voted aye.
Councilman Dandoy
- Motion to approve a request from Captain Scott Marshall to apply the provisions of the Pennsylvania Heart & Lung Act for a work-related injury that he sustained on May 2, 2020 beginning on May 28, 2020. Second by CM Walter. All voted aye.
- Motion to approve a request from Firefighter James Reeder to apply the provisions of the Pennsylvania Heart & Lung Act for a work-related injury that he sustained on July 4, 2019 beginning on June 12, 2020. Second by CM Bonus. All voted aye.
Mayor Smith
- Motion to accept the resignation of Patrol Officer William Dobson from the Butler City Police Department effective June 22, 2020. Second by CM Walter. All voted aye.
The City Treasurer presented a Monthly Intake Report for May, 2020.
The City Controller presented bills for payment as follows: from the general fund – $243,653.58; from the parking fund – $35,842.25; from the capital projects fund – $19,254.28; and from the liquid fuels tax fund – $6,295.26; for a grand total of $305,045.37. Motion by Mayor Smith with second from CM Bonus to approve payment of bills as presented. All voted aye.
June Public Announcement – Municipal Separate Storm Sewer System (MS4)
As part of an ongoing education plan, we would like to remind local residents to properly store pool and spa chemicals, as well as other household and vehicle chemicals to prevent leaks and spills. Please make sure they are in sealed containers that will not rust or leak and try to keep them in a dry place, preferably in covered areas to avoid exposure to stormwater.

- First Responder Light Up Night – Saturday, June 27th
- Councilman Dandoy contacted PennDot concerning the paving of N. Main Street (Rt 8)and E. Jefferson St. (Rt 68). Paving to begin mid-July through August.
Mayor Smith recessed the meeting at 8:06 PM for an Executive Session to discuss personnel issues, legal matters and real estate.
Mayor Smith reconvened the meeting at 9:00 PM.
