MINUTES
City Council Meeting
City of Butler, Pennsylvania
March 26, 2019
Mayor Smith called the meeting to order at 7:00 PM. Mayor Smith and Council members Walter, Bonus and Roche were present. The pledge of allegiance to the flag followed an invocation given by the Deacon Mitch Natali, St. Paul’s Catholic Church.
Motion by Mayor Smith with a second from CM Walter to approve the minutes of the regular meeting of March 13, 2019. All voted aye.
Motion by Mayor Smith with a second from CM Walter to acknowledge receipt of the monthly minutes from RACB, including the CDBG/HOME Program activities. All voted aye.
MONTHLY BOARDS AND AUTHORITIES LIAISON REPORTS
Liaisons of the City’s boards and authorities gave a brief report from the board or authority that met in February.
MONTHLY DEPARTMENT REPORTS

Department reports for the month of February were approved by individual, unanimous votes. The administrative monthly report for January from the City Clerk was also approved by individual, unanimous votes. The administrative report for the month of February from the Office of the City Clerk will be distributed once the monthly cash audit is complete.
COUNCIL REPORTS/ACTIONS
Councilman Walter
- Motion to approve the quote from Jason Lauer for the installation of a vent in the holding cell area of the public safety building in the amount of $3,500.00. LIN 01 469 352. Second by Mayor Smith. All voted aye.
- Motion to enter into an agreement with the Butler Fastpitch Association to lease the T-Ball Field in Memorial Park commencing April 1, 2019 through October 31, 2019. Second by CM Roche. All voted aye.
Councilman Roche
- Motion to enter into a Memorandum of Understanding with the International Association of Fire Fighters, Local 114 for the administration of the Staffing for Adequate Fire and Emergency Response (SAFER) grant program of the Federal Emergency Management Agency (FEMA). Second by Mayor Smith. All voted aye.
- Motion to approve the promotion of part-time Firefighter Zach Pfeifer to the position of full time Firefighter within the Bureau of Fire effective March 31, 2019. Second by Mayor Smith. All voted aye.
Mayor Smith
- Based on recommendation from his chain of command and satisfactory completion of his probationary period, motion to grant permanent employment status as of March 14, 2019 to Patrol Officer Ryan L. Doctor. Second by CM Bonus. All voted aye.
- Motion to approve a grant application from Firehouse Subs to purchase AEDs for the police cruisers to be used in the police department. Second by CM Walter. All voted aye.
- Motion to accept the resignation of parking violation monitor, Susan Dowdy, effective April 5, 2019. Second by CM Walter. All voted aye.
- Motion to direct the city clerk to advertise for the hiring of one parking violation monitor. Second by CM Walter. All voted aye.
Due to the absence of the City Treasurer, there was no intake report for February, 2019.
In the absence of the City Controller, the City Clerk presented bills for payment as follows: from the general fund – $125,343.61; from the parking fund – $29,613.78; from the capital projects fund – $762.50; and from the liquid fuels tax fund – $1,035.17; for a grand total of $156,755.06. Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented. All voted aye.
