All department reports for the month of June, 2012 were approved by individual, unanimous votes.

 

The following actions took place at the City’s Forum Meeting held on July 24, 2012:

 

City Council, acting as the Board of Health, and under the provisions of the Third Class City Code, Section XXIII, (b) Abatement of Public Nuisances, Section 2321, to find the following subject structure detrimental to public health and order its removal by demolition:

Councilwoman Scott

 

1. Motion to discontinue the Agreement with Statewide Tax Recovery Inc. for the collection of delinquent per capita taxes, with a termination date to be determined by contract, but not later than June 30, 2013. Motion to table made by Mayor Stock. Second by CM Schontz. All voted aye.

 

2. Motion for the first reading and introduction of City Ordinance No. 1955; an Ordinance of the City of Butler, Pennsylvania amending City Ordinance No. 1399 to update the uniform charge for the issuance of extra tax duplicate cards. Second by CM Schontz. All voted aye.

 

3. Motion for the first reading and introduction of City Ordinance No. 1956; an Ordinance of the City of Butler, Pennsylvania amending Chapter 235 of the Codified Ordinances of the City of Butler, Taxation, adjusting the penalty to 10%. Second by CW Guard. All voted aye.

4. Motion to approve payment to A.P. Wise Excavating in the amount of $6,900.00 for the demolition of 408 Liberty Street upon final inspection and approval of the Code Enforcement Officer. LIN 01 427 221 Second by CW Scott. All voted aye.

 

5. Motion to approve payment to A.P. Wise Excavating in the amount of $7,100.00 for the demolition of 312 Morton Avenue upon final inspection and approval of the Code Enforcement Officer. LIN 01 427 221 Second by CW Guard. All voted aye.

 

6. Motion to approve a block party on W. Fulton St. from 221 W. Fulton St. to 229 W. Fulton St. on Sunday, August 5, 2012 from 4:00 PM to 10:00 PM. Second by CW Guard. All voted aye.

 

7. Motion to approve a block party on the 200 block of South Street from the alley to Heim Avenue, on Sunday, September 2, 2012 from 4:00 PM to 11:00 PM. Second by CW Guard. All voted aye.

 

8. Motion to appoint John Evans to the Butler Transit Authority to fill the unexpired term of Barbara Billek which expires December 31, 2013. Second by CW Scott. All voted aye.

 

9. Motion to award Contract #1 of the ARLE Grant Funded Center Avenue/Monroe Street Intersection Upgrade curb ramp replacement to Joe Palmieri Construction, Inc. in the amount of $25,624.00. (Mahoning Builders, Inc. has withdrawn their bid) Second by Mayor Stock. All voted aye.

 

10. Motion to award the demolition of 113 Dubois St. and 118 ½ Hilltop Ave to A.P. Wise Excavating in the amount of $5,395.00, based upon the general specifications of the contract and the release by the City Solicitor. Second by CW Scott. All voted aye.

 

11. Motion to approve payment to Joseph Palmieri Construction, Inc. in the amount of $55,097.00 for curb ramps upon review and approval by Gateway Engineers, Inc. Second by CW Scott. All voted aye.

 

12.   Motion to approve payment to Shields Asphalt Paving, Inc. for street paving upon review and approval by Gateway Engineers, Inc. Second by Mayor Stock. All voted aye.

 

 

Councilwoman Guard

 

13. Motion to approve the purchase of an air conditioning unit for the public safety building from McDonald Plumbing/HVAC, Inc. in the amount of $7,400.00. Second by CM Schontz. All voted aye.

14. Based on recommendation from his chain of command and satisfactory completion of his probationary period, motion to grant permanent employment status as of July 15, 2012 to Patrol Officer Travis Buckshire. Second by CW Scott. All voted aye.

 

15. Motion to approve payment to IbisTek for K-9 modifications in the amount of $7,203.50. Second by CM Schontz. All voted aye.

 

16. Motion to approve payment to Shallow Creek Kennels, Inc. for a male German shepherd police service dog in the amount of $6,500.00. Second by CM Schontz. All voted aye.

 

17. Motion to accept the resignation of Melissa Foley from the office of the City Treasurer as of August 16, 2012. Second by CM Schontz. All voted aye.

 

18. Motion to direct the City Clerk to initiate recruitment action to fill the position of Clerk/Tax Bookkeeper in the office of the City Treasurer. Second by CW Scott. All voted aye.

 

 

The City Treasurer presented Council with the Account Balance Report and the Monthly Intake Report for June, 2012.

 

The City Clerk, in the absence of the City Controller, presented bills for payment as follows: from the general fund – $218,388.65 from the capital projects fund – $33,169.13; and, from the liquid fuels tax fund – $7,170.60 for a grand total of $258,728.38. Motion by Mayor Stock with second from CM Schontz to approve payment of bills as presented. All voted aye.
