City Council Meeting
City of Butler, Pennsylvania
February 25, 2016
Mayor Donaldson called the meeting to order at 7:00 PM. Mayor Donaldson and Council members Walter, Kline, Schontz and Roche were present. The pledge of allegiance to the flag followed an invocation given by Pastor Sam McNamara, First Baptist Church.
Motion by Mayor Donaldson with second from CM Schontz to approve the minutes of Regular meeting of January 28, 2016 and the Special Meeting of February 6, 2016. All voted aye.
The following took place at the City’s Forum Meeting held on February 23, 2016:
A Public Hearing was held at 6:30 PM for the conditional use at 302 N. Main Street. There was no public comment.
A Public Hearing was held at 7:00 PM to amend Chapter 260 to add multiple dwellings as permitted uses in the C-2 zoning district. A representative from Woda Development Construction Management presented the plans for the Proposed Adaptive Senior Housing project at the Pullman-Standard Car Manufacturing Co. Office Building.

Department reports for the month of January were approved by individual, unanimous votes.
COUNCIL REPORTS/ACTIONS
Councilman Walter
- Motion to accept the bid from NexTier Bank for a general obligation loan of $69,888.00 with an interest rate of 1.76% per annum to be used to purchase two (2) police vehicles. Second by CM Schontz. All voted no. Motion not passed.
- Motion to accept the bid from NexTier Bank for a general obligation loan of $72,745.00 with an interest rate of 2.31% per annum to be used to purchase a truck for the streets department. Second by Mayor Donaldson. All voted no. Motion not passed.
- Motion to direct the city clerk to advertise for bids for a small borrowing loan in the amount of $34,944.00 for the purchase of one (1) new police vehicle. Second by Mayor Donaldson. All voted aye.
Councilwoman Kline
- Motion to approve the retirement of Captain Brian D. Mazzanti from the Butler Bureau of Fire following 27 years of service, effective March 6, 2016. Second by CM Schontz. All voted aye.
Councilman Schontz
- Motion for the second reading and adoption of City Ordinance No. 1724, an ordinance of the city of Butler amending Chapter 260, the zoning ordinance of the city of Butler, to add multiple family dwellings as permitted uses in the C-2 zoning district. Second by CM Roche. All voted aye.
- Motion for the second reading and adoption of City Ordinance No. 1725, an ordinance of the City of Butler vacating the unnamed alley lying between Hansen Avenue and S. Ninth Avenue. Second by CW Walter. All voted aye.
- Motion to approve the promotion of Jason Gallagher from Truck Driver-Cat 3 to Skilled Laborer-Cat 2 effective April 3, 2016. Second by Mayor Donaldson. All voted aye.
- Motion to adopt the Section 504/ADA Plan Update. Second by CW Kline. All voted aye.
- Motion to appoint Kerry Hornyak as the city’s Section 504/ADA coordinator. Second by CW Kline. All voted aye.
- Motion to enter into an agreement with the SPC Regional Traffic Signal Program for the City of Butler SINC-UP project (Cycle 3). Second by CW Kline. All voted aye.
- Motion to install a stop sign on Summit Street at the intersection of Summit and E. Fulton Streets on a 90-day trial basis. Second by CW Kline. All voted aye.
- Motion to install “Residential Parking Only” signs on S. Church Street between W. Cunningham and Vogely Streets on a 90-day trial basis. Second by Mayor Donaldson. All voted aye.
- Motion to purchase a 2001 GMC C8500 Dump Truck with one plow and one tailgate spreader in the amount of $6,000.00 to be purchased from Butler Township to be paid from the Liquid Fuels Tax Fund. Second by CW Kline. All voted aye.
Councilman Roche
- Motion to approve the transfer of Clay McAnallen from the Streets Department to the Parks Department effective April 3, 2016. Second by CM Walter. All voted aye.
- Motion to approve the request from the Butler Historical Society for a WallDog Mural to be painted on the Tier Parking Garage. Second by CW Kline. All voted aye.
Mayor Donaldson
- Motion for the second reading and adoption of City Ordinance No. 1726, an ordinance of the City of Butler defining and prohibiting the maintenance of a disorderly house, providing for the arrest of owners, occupants or visitors in a disorderly house, prohibiting interference with a police officer in the process of enforcement of this ordinance and setting penalties relating to keeping occupying or visiting a disorderly house. Second by CM Schontz. All voted aye.
- Motion to approve payment to Gateway Engineers for two invoices in the amount of $18,690.96 for engineering of the Centre City Parking Garage. LIN 43 463 010. Second by CM Walter. All voted aye.
- Motion to approve the promotion of Sergeant John Johnson to the rank of Lieutenant in the Butler Bureau of Police effective March 6, 2016. Second by CM Walter. All voted aye.
- Motion to approve the promotion of Patrol Officer Chad Rensel to the rank of Lieutenant in the Butler Bureau of Police effective March 6, 2016. Second by CM Roche. All voted aye.
- Motion to approve the promotion of Patrol Officer Anthony Fatta to the rank of Lieutenant in the Butler Bureau of Police effective March 6, 2016. Second by CM Roche. All voted aye.
- Motion to approve the promotion of Patrol Officer Jeremy Walters to the rank of Sergeant in the Butler Bureau of Police effective March 6, 2016. Second by CM Roche. All voted aye.
- Motion to approve the promotion of Patrol Officer Brian Grooms to the rank of Sergeant in the Butler Bureau of Police effective March 6, 2016. Second by CM Schontz. All voted aye.
- Motion to approve the promotion of Patrol Officer David Villotti to the rank of Sergeant in the Butler Bureau of Police effective March 6, 2016. Second by CM Roche. All voted aye.
- Motion to amend the current agreement with the City of Butler Bureau of Police, Fraternal Order of Police, Lodge #32, for reimbursement to the K-9 Officers for K-9 expenses incurred at the officers’ homes. Second by CM Walter. All voted aye.
Appointments:
Bill May has been appointed to the Shade Tree Commission for a term of 3 years which will expire June 30, 2018.
Diane Smith has been appointed to the Shade Tree Commission to fill the unexpired term of Chip Marra which will expire June 30, 2016.
The City Treasurer presented a Monthly Intake Report for January 2016.
The City Controller presented bills for payment as follows: from the general fund – $518,885.20; from the parking fund – $240,615.21; from the capital projects fund – $1,532.36; from the liquid fuels tax fund – $3,145.83; and from the 2015-Series Bond Proceeds – $18,690.96 for a grand total of $782,869.56. Motion by CM Walter with second from Mayor Donaldson to approve payment of bills as presented. All voted aye.
