Mayor Dandoy called the meeting to order at 7:00 PM. Mayor Dandoy and Council members Shearer, Christy and Herr were present. The pledge of allegiance to the flag followed an invocation given by Pastor David Janz, First United Methodist Church.
PRESENTATION:
Lynn McKinnis presented the Remote Area Medical Clinic (RAM) sponsored by Concordia Lutheran Ministries.
There were two friendly amendments to the agenda.
- Mayor Dandoy requested adding the motion to extend the confidentiality agreement with PA American Water for a period of 30 days.
- CM Herr requested removing the motion to Discussion of the proposal from Viasat to lease the property at Rotary Park for a satellite dish. The lease agreement would be for three years in the amount of $600.00 per month.
Motion by CM Reese with a second from CM Christy to approve the agenda for the regular meeting of June 23, 2022. Second by All voted aye.
Motion by CM Shearer with a second from CM Reese to approve the minutes of the regular meeting of May 26, 2022. All voted aye.
Motion by Mayor Dandoy with a second from CM Reese to acknowledge receipt of the monthly minutes from RACB, including the CDBG/HOME Program activities. All voted aye.
MONTHLY & ANNUAL DEPARTMENT REPORTS

Motion to accept the monthly reports from the Office of the City Clerk, the Police Department, Fire Department, Office of Business & Community Development/Code Enforcement, Department of Public Works and Parking Department for the month of May. Motion by Mayor Dandoy. Second by CM Shearer. All voted aye.
COUNCIL REPORTS/ACTIONS
Councilman Shearer
1.Motion to approve the recommendation of our consultant (BidURenergy) and enter into the contract with AEP Energy to be the City’s electrical supplier for a period of 36 months beginning November, 2022 through December, 2025 at a contract rate of $0.08893. (current rate is $0.04936). Second by CM Herr. All voted aye.
2.Motion to approve a payment in the amount of $1,010,015.66 to NexTier Bank for the 2022 Tax Revenue Anticipation Note. $1,000,000.00 Principal (LIN 01 472 601) & $10,015.66 Interest (LIN 01 472 600) – Payoff Date is June 30, 2022 – maturity date is July 31, 2022. Second by CM Reese. All voted aye.
3.Motion to approve an addendum by Maher Duessel Certified Public Accountants for creating the special-purpose debt statement and borrowing base certificate required as outlined in their engagement letter of June 14, 2022, and to authorize the City Clerk to sign said letter on behalf of City Council. Second by CM Christy. All voted aye.

4.Motion to reappoint Thomas Graham to the Zoning Hearing Board for a three-year term ending June 30, 2025. Second by Mayor Dandoy. All voted aye.
5.Motion to reappoint Anne Thompson to the Planning and Zoning Commission for a four-year term ending on June 30, 2026. Second by CM Herr. All voted aye.
6.Motion to reappoint John Mossman to the Planning and Zoning Commission for a four-year term ending on June 30, 2026. Second by CM Reese. All voted aye.

7.Motion to approve scheduling a second round of Civil Service Testing in 2022 for entry level full-time police officers. Second by CM Shearer. All voted aye.
8.Motion to make a one-time donation to Michelle Krill at Historic Pullman Park in the amount of $500.00 to offset expenses incurred for the City’s annual fireworks. (To be paid from LIN 01 457 249 – Community Celebrations). Second by CM Christy. All voted aye.
9.Motion to change the council meeting scheduled for July 21, 2022, to July 20, 2022.
Second by CM Christy. All voted aye.
10.Motion to reappoint Dustin Orwig to the City of Butler Parks, Recreation Grounds & Facilities Authority for a 5-year term ending January, 2027. Second by CM Shearer. All voted aye.
11.Motion to appoint Gary Vanasdale to the City of Butler Parks, Recreation Grounds & Facilities Authority for a 5-year term ending January, 2026. Second by CM Reese. All voted aye.
12.Motion to reappoint Cheri Readie to the City of Butler Parks, Recreation Grounds & Facilities Authority for a partial term ending January, 2024. Second by CM Shearer. All voted aye.
13.Motion to add the motion extend the confidentiality agreement with PA American Water for a period of 30 days. Second by CM Christy. All voted aye.
Mayoral Announcements:
Jay Fennell will be appointed to the Redevelopment Authority of the City of Butler effective July 1, 2022 for a 5-year term ending June, 2027.
On June 14, 2022, the Mayor and Councilman Christy met with legal counsel and/or the other parties regarding the potential sale of the BASA system.
The City Controller presented bills for payment as follows: from the general fund – $1,557,601.12; from the parking fund – $49,176.56; and from the liquid fuels tax fund – $26,171.38; for a grand total of $1,632,949.06. Motion by Mayor Dandoy with second from CM Shearer to approve payment of bills as presented. All voted aye.
June Public Announcement – Municipal Separate Storm Sewer System (MS4)
As part of an ongoing education plan, we would like to remind local residents to properly store pool and spa chemicals, as well as other household and vehicle chemicals to prevent leaks and spills. Please make sure they are in sealed containers that will not rust or leak and try to keep them in a dry place, preferably in covered areas to avoid exposure to stormwater.
