Special Meeting of the City Council

City of Butler, Pennsylvania

November 13, 2013

  Mayor Stock called this special meeting to order at 7:07 PM.  Mayor Stock and Councilwomen Scott, Kline, Guard and Councilman Schontz attended the meeting.

 The purpose of this special meeting was to discuss the budget for Fiscal Year 2014 and to conduct other business as Council might deem appropriate.

 CW Kline reported that the RACB has CDBG Funds that are available and must be used by the end of the year that will cover the cost of a vehicle for the Fire Chief.  Mayor Stock will speak to Art Cordwell to reallocate the funds for that purpose.

 Mayor Stock made the motion to change the city’s health and vision from Highmark Direct to Highmark Self-Funded through Municipal Employers Insurance Trust (MEIT) and to retain Benefits Network at a cost of $12,000 per year.  Second by CW Scott.  All voted aye.  This motion will be ratified at the regularly scheduled meeting on November 21, 2013.

 Council reviewed the revenues for the proposed 2014 budget, the Capital Projects Fund and the Liquid Fuels Tax Fund proposed 2014 budgets were also reviewed. 

 A proposed, balanced budget and three enabling ordinances will be submitted to City Council on November 19th in accordance with the 2014 budget timeline.

 Mayor Stock adjourned the meeting at 8:05 PM.
