Mayor Smith called the meeting to order at 7:01 PM.  Mayor Smith and Council members Walter, Smith, Bonus, and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Pastor Theo Edwards, First Baptist Church.

Motion by Mayor Smith with a second from CM Bonus to approve the agenda for the regular meeting of November 30, 2021.  All voted aye.

Motion by Mayor Smith with a second from CM Dandoy to approve the minutes of the regular meeting of November 9, 2021.  All voted aye.

Motion by Mayor Smith with a second from CM Bonus to acknowledge receipt of the monthly minutes from RACB, including the CDBG/HOME Program activities. All voted aye.

MONTHLY BOARDS AND AUTHORITIES LIAISON REPORTS   

Liaisons of the City’s boards and authorities gave a brief report from the board or authority that met in October.

MONTHLY DEPARTMENT REPORTS

Motion to accept the monthly reports from the Office of the City Clerk, the Police Department, Fire Department, Office of Business & Community Development/Code Enforcement, Department of Public Works, and Parking Department for the month of October. Motion by Mayor Smith. Second by CM Bonus.  All voted aye.

COUNCIL REPORTS/ACTIONS

Councilman Walter

1.Motion to approve the amended 2022 Minimum Municipal Obligations for the City’s three pension plans as follows:  for the Firefighters Pension Plan – $221,174 and for the Police Pension Plan – $330,367 and the Officers and Employees Pension Plan – $0. Second by Mayor Smith.  All voted aye.

2.Motion for the introduction and first reading of City Ordinance No. 1805, an ordinance of the City of Butler fixing the tax rate for Fiscal Year 2022.  Second by CM Bonus.  All voted aye.

3.Motion for the introduction and first reading of City Ordinance No. 1806, an ordinance of the City of Butler adopting the annual budget and appropriating specific sums estimated to be required for the specific purposes of the City government as set forth therein during Fiscal Year 2022.    Second by CM Dandoy.  All voted aye.

4.Motion for the introduction and first reading of City Ordinance No. 1807, an ordinance of the City of Butler fixing the wages and salaries of employees of the City in conformance with the budget for Fiscal Year 2022.   Second by CM Dandoy.  All voted aye.

5.Motion to accept a proposal submitted by NexTier Bank for a 2022 Tax Revenue Anticipation Note in the amount of $1,000,000.00 at an annual interest rate of 2.02% percent per annum. Second by CM Bonus.  All voted aye.

6.Motion for the second reading and adoption of City Ordinance No. 1803; an ordinance of the City of Butler amending Chapter 232; Streets and Sidewalks; Article VII, street use permits for parades and special events of the codified ordinances of the City of Butler. Second by CM Bonus.  All voted aye.

7.Motion for the second reading and adoption of City Ordinance No. 1804; An ordinance of the City of Butler, Pennsylvania to repeal Chapter 198; Playgrounds and replace Chapter 198 with Butler City Parks and Playgrounds of the codified ordinances of the City of Butler. Second by CM Dandoy.  All voted aye.

8.Motion to accept the bid from Asphalt Surface Enterprises, Inc. in the amount of $23,000.00 for the painting and sealing of the Ritts Park Pickleball Courts in Ritts Park.

(Ritts Park Greenways and Trails Grant) Second by Mayor Smith.  All voted aye.

9.Motion to approve an agreement with Junior Women’s Club of Butler to hold a Polar Express event at Memorial Park on December 19th. Second by CM Dandoy.  All voted aye.

10.Motion to approve an agreement with the Butler YMCA to hold their summer camp at Memorial Park.  Second by CM Dandoy.  All voted aye.

Councilman Bonus

11.Motion to direct the city clerk to advertise for the sale of two 8-foot Highway Equipment Company salt spreaders; Model Super P-8 that are surplus to the needs of the streets department. Second by Mayor Smith.  All voted aye.

12.Motion to approve City Council’s 2022 meeting schedule, a copy of which will be published in a local newspaper to comply with the Sunshine Act and attached to the minutes of this meeting.  Second by Mayor Smith.  All voted aye.

13.Motion to enter into an agreement with Berkheimer to hire Berkheimer as Deputy Tax Collector for the period beginning January 1, 2022 and ending December 31, 2024. Second by CM Walter.  All voted aye.

14.Motion to approve closing Main Street from Penn Street to Wayne Street for the Bantam Jeep Heritage Festival event, sponsored by Friends of the Bantam Jeep Association, to be held on Friday, June 10, 2022 from 4 PM until 10 PM.  Second by CM Dandoy.  All voted aye.

15.Motion to approve a subdivision and lot line revision at 324 Third St. and 323 Reo St.  Second by CM Walter.  All voted aye.

The City Treasurer presented a Monthly Intake Report for October 2021.

The City Controller presented bills for payment as follows: from the general fund – $421,871.03; from the parking fund – $352,163.65; from the capital projects fund – $8,826.66; from the liquid fuels tax fund – $2,938.42; and from the covid ARPA fund – $504,694.74 for a grand total of $1,290,494.50.  Motion by Mayor Smith with second from CM Bonus to approve payment of bills as presented.  All voted aye.

November Public Announcement – Municipal Separate Storm Sewer System (MS4)

As part of an ongoing education plan, we would like to ensure that local residents are aware of the two types of systems that are within Butler City and the other local municipalities. The one system is the sanitary sewer system, in which toilets, sinks and garbage disposals are all connected and flow into a treatment facility that removes all of the contaminants and then discharges clean water into a local waterway. The storm sewer system is made up of catch basins that are usually placed along curbs in streets and parking lots and direct stormwater runoff through a series of pipes directly into the local waterway. Please be aware that there is no treatment for stormwater, so do not dump anything into the storm sewer catch basins. If you are unsure about the proper disposal of any type of waste material, please contact your local municipality.
