Mayor Smith called the meeting to order at 7:02 PM. Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Rt. Rev. David L. Hicks, St. Peter’s Anglican Church.
PRESENTATION:
Mark Schuster from turnKey Taxes requested assistance to gather data. He requested that council hire a temporary employee designated to data collection.
Mark Vergenes, parking consultant reviewed the updated term sheet from PFS VIII LLC.
PERSONS TO BE HEARD:
Tom Donaldson shared concerns about selling the City’s parking. His recommendation would be to lease the parking assets.
Motion by Mayor Smith with a second from CM Dandoy to approve the agenda for the regular meeting of March 25, 2021.
Mayor Smith made a motion to add a motion to create a temporary position for data collection in the treasurer’s office, to work up to 3 months at a cost not to exceed $4,000.00. Second by CM Smith. All voted aye.
All voted aye. Agenda amended.
Motion by Mayor Smith with a second from CM Bonus to approve the minutes of the regular meeting of March 11, 2021. All voted aye.
Motion by Mayor Smith with a second from CM Dandoy to acknowledge receipt of the monthly minutes from RACB, including the CDBG/HOME Program activities. All voted aye.
MONTHLY & ANNUAL DEPARTMENT REPORTS

Motion to accept the monthly reports from the Office of the City Clerk, the Police Department, Fire Department, Office of Business & Community Development/Code Enforcement, Department of Public Works and Parking Department for the month of February. Motion by Mayor Smith. Second by CM Dandoy. All voted aye.
COUNCIL REPORTS/ACTIONS
Councilman Walter
- Motion to approve the recommendation of the City’s consultant (BidURenergy) and enter into the contract with MidAmerican to be the City’s electrical supplier for a period of 36 months beginning December, 2022 through December, 2024 at a contract rate of $0.04620. (estimated savings over the 36-month term is $5,892.77). Second by Mayor Smith. All voted no. Motion failed.
Councilman Smith
- Motion to enter into an agreement with the Butler Fastpitch Association to lease the T-Ball Field in Memorial Park commencing April 1, 2021 through October 31, 2021. Second by Mayor Smith. All voted aye.
- Motion to approve the agreement with Grace Family and Youth to provide staffing and programming for the City of Butler Summer Parks program. Second by CM Bonus. All voted aye.
Mayor Smith
- Motion to hire a temp employee for up to three months at a cost of not more than $4000 to update City rental records and local business records. Second by CM Bonus. All voted aye.
- Motion for the second reading and adoption of City Ordinance No. 1797; an ordinance of the City of Butler amending Chapter 260, the zoning ordinance of the City of Butler, to add duplexes as permitted uses in the C-2 zoning district. Second by CM Bonus. All voted aye.
- Motion to approve closing Main Street from Pearl Street to Wayne Street for the Memorial Day Parade, sponsored by Veterans Services, to be held on Monday, May 31, 2021 from 9:00 AM until 11:00 AM. Second by CM Walter. All voted aye.
- Motion to appoint Jeffrey Smith as the City’s representative for the Butler County Council of Governments (COG). Second by CM Bonus. All voted aye.
- Motion to permit Butler Downtown to reserve the North Main Parking lot on the following Fridays; May 21st, June 25th, July 30th, August 20th, and September 24th for Foodie Fridays. Second by CM Walter. All voted aye.
- Motion to approve the updated term sheet from PFS VIII LLC for the purchase of the Tier Garage; and assignment by City of a management interest in City’s other Assigned Parking Assets. Second by CM Smith. CM Walter, CM Bonus and CM Dandoy voted no. CM Smith and Mayor Smith voted yes. Motion failed.
ANNOUNCEMENT:
Cindy McKnight has been appointment to the Redevelopment Authority of the City of Butler for a term of 5 years will expire on June 30, 2024.
The City Treasurer presented a Monthly Intake Report for February 2021.
The City Controller presented bills for payment as follows: from the general fund – $69,120.31; from the parking fund – $25,777.41; from the capital projects fund – $4.59 and from the liquid fuels tax fund – $40,385.34; for a grand total of $135,287.65. Motion by CM Walter with second from Mayor Smith to approve payment of bills as presented. All voted aye.
March Public Announcement – Municipal Separate Storm Sewer System (MS4)
As part of an ongoing education plan, we would like to remind local residents to properly clean paint brushes in a sink, not outdoors. Properly dispose of excess paints through a household hazardous waste collection program, or donate unused paints to local organizations. Also, sweep and properly dispose of construction debris such as concrete and mortar. Always protect your hands, eyes, and ears when working and touching construction materials containing chemicals. If you are unsure how to properly dispose of construction waste, please contact your local municipality. Never dump anything into the storm sewer system.

- First Responder Light Up Night – Saturday, March 27th
- City Building will be closed on Friday, April 1st in observance of Good Friday.
- The City’s spring leaf disposal program will begin April 3rd through the end of April
Mayor Smith adjourned the meeting at 8:30 PM.
