Mayor Smith called the meeting to order at 7:00 PM. Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Mayor Smith.
A public meeting was held to discuss amending the zoning ordinance to add duplexes as permitted uses in C-2 zoning district. There was no public comment.
Richard Goldinger, candidate for Common Please Judge, introduced himself and gave a brief history of his qualifications.
Mayor Smith recessed at 7:10 PM for an executive session to discuss personnel and legal issues. The council meeting reconvened at 7:57 PM.
Motion by Mayor Smith to approve the agenda for the regular meeting of March 11, 2021. Second by CM Dandoy.
Mayor Smith made a motion to add the motion to accept the recommendation to terminate the employment of Heather Blair immediately and to notify her of her rights under the collective bargaining agreement. Second by CM Bonus. All voted aye.
All voted aye. Agenda amended.
Motion by Mayor Smith to approve the minutes regular meeting of February 25, 2021. Second by CM Walter. All voted aye.
COUNCIL REPORTS/ACTIONS
Councilman Smith
- Motion to approve the updated term sheet from PFS VIII LLC for the purchase of the Tier Garage and the two (2) surface parking lots located at 124 W. North Street and 126 W. North Street; and assignment by City of a management interest in City’s other Assigned Parking Assets. Second by Mayor Smith. CM Walter, CM Bonus and CM Dandoy voted no. CM Smith and Mayor Smith voted aye. Motion not approved.
- Motion to install a commemorative bench at the Farmer’s Market. Second by CM Dandoy. All voted aye.
Mayor Smith
- Motion to approve closing Main Street from Diamond Park to Penn Street and W. Penn Street from Main Street to the flagpole in Alameda Park, for the Butler Road Race event, sponsored by Butler County Family YMCA, to be held on Saturday, June 19, 2021 from 8:15 AM until 12:00 PM. Second by CM Bonus. All voted aye.
- Motion to accept the recommendation to terminate the employment of Heather Blair immediately and to notify her of her rights under the collective bargaining agreement. Second by CM Walter. All voted aye.
The City Controller presented bills for payment as follows: from the general fund – $118,299.51; from the parking fund – $5,622.89; from the capital projects fund – $1,098.31 and from the liquid fuels tax fund – $1,897.98; for a grand total of $126,918.69. Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented. All voted aye.
Mayor Smith adjourned the meeting at 8:18 PM.
