City Council Meeting
City of Butler, Pennsylvania
September 8, 2020 7pm via Zoom Meeting

Mayor Smith called the meeting to order at 7:00 PM. Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Councilman Dandoy.

Kristen Kane from Butler Downtown, gave an overview of the Witches Day Out event that will be held on October 24th at the Centre City Parking Garage from 11 AM until 6 PM.  The event will include a costume contest and vendor shows.  This event is for ages 20 and up.

Motion by Mayor Smith to approve the agenda for the regular meeting of September 8, 2020. Second by CM Walter.

Motion by CM Bonus to add a motion to approve a block party on West Pearl Street, between N. Washington Street and N. Church Street on Saturday, September 12, 2020 from 5:00 PM to 11:00 PM. Second by Mayor Smith.  All voted aye.

Motion by CM Smith to add a motion to move $3,500 from LIN 01 455 144 (Seasonal Help) to LIN 01 455 255 (Park Maintenance). Second by Mayor Smith. All voted aye.  All voted aye. Agenda amended.

Motion by Mayor Smith with a second from CM Bonus to approve the minutes of the regular meeting of August 27, 2020.  All voted aye.

COUNCIL REPORTS/ACTIONS

Councilman Walter

  1. Motion to approve a payment in the amount of $119,024.31 to the County of Butler for debt service for the City’s Series of 2019 General Obligation Note. (Note: This payment includes principal payment of $101,000.00 and an interest payment of $18,024.31; due October 1st.) Second by Mayor Smith. All voted aye.

Councilman Smith

  1. Motion to purchase up to four (4) tablets, in the amount of not more than $2,000.00. Paid from the 2020 Regional Census Mini Grant. LIN 01 499 324. Second by Mayor Smith. All voted aye.
  2. Motion to permit the Salvation Army to utilize the Farmer’s Market on Sunday September 13th for their “Ride for The Red Shield” dinner. Second by Mayor Smith. All voted aye.
  3. Motion to permit Center for Community Resources to utilize the Miller Shelter for their annual Bundle Up Butler event on Friday, October 16th. Second by CM Walter. All voted aye.
  4. Motion to enter into an agreement with turnkey Taxes pending review of agreement by the solicitor. Second by Mayor Smith. All voted aye.
  5. Motion to move $3,500 from LIN 01 455 144 (Seasonal Help) to LIN 01 455 255 (Park Maintenance). Second by Mayor Smith. All voted aye.

Councilman Bonus

  1. Motion to direct the City Clerk to seek proposals for limestone and asphalt for Fiscal Year 2021 with such proposals due not later than 2:00 PM on November 2nd. Second by Mayor Smith. All voted aye.
  2. Motion for the introduction and first reading of City Ordinance No. 1790, an ordinance of the City of Butler, Pennsylvania amending the City’s traffic control schedules contained in Chapter 245 of the codified ordinances of the City of Butler by making permanent the experimental regulations previously adopted by city council on a 90-day trial basis. Second by CM Walter. All voted aye.
  3. Motion to approve a block party on West Pearl Street, between N. Washington Street and N. Church Street on Saturday, September 12, 2020 from 5:00 PM to 11:00 PM. Second by Mayor Smith. All voted aye.

Councilman Dandoy

  1. Motion to direct the City Clerk to advertise for a 15-year municipal lease, with financing option, of a 2021 Pierce Arrow XT 100′ Mid-Mount Tower Ladder. Total purchase price of $1,298,814. The municipal lease shall have a non-appropriation clause, with the first payment deferred up to 12 months due in 2021. COSTARS 13 – CONTRACT #013-055.  Second by Mayor Smith. All voted aye.

Mayor Smith

  1. Motion for the second reading and adoption of City Ordinance #1789; an ordinance of the City of Butler authorizing and directing the incurrence of non-electoral debt in the presently estimated amount of $1,885,000 through issuance of a series of general obligation bonds for the purpose of refinancing the City’s 2019 General Obligation Note and for other purposes stated therein. Second by CM Bonus. All voted aye.
  2. Motion to allow Butler Downtown to utilize the 4th floor (3rd floor in the event of inclement weather) of the Centre City Parking Garage for a Witches Day Out to be held on October 24th from 10:00 AM to 6:00 PM. Second by CM Bonus. All voted aye.

The City Controller presented bills for payment as follows: from the general fund – $278,396.00; from the parking fund – $5,112.74; from the capital projects fund – $162.59; and from the liquid fuels tax fund – $1,003.61; for a grand total of $284,674.94. Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented.  All voted aye.

Mayor Smith adjourned the meeting at 7:38 PM.
