City Council Meeting
City of Butler, Pennsylvania
August 27, 2020 7pm via Zoom Meeting
Mayor Smith called the meeting to order at 7:06 PM. Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Lay Pastor Kerry M. Dowdy, East Butler Presbyterian Church.
Motion by Mayor Smith with a second from CM Dandoy to approve the agenda for the regular meeting of August 27, 2020.
- Mayor Smith made a motion to add a Motion for the introduction and first reading for City Ordinance #1789; an ordinance of the City of Butler authorizing and directing the incurrence of non-electoral debt in the presently estimated amount of $1,885,000 through issuance of a series of general obligation bonds for the purpose of refinancing the City’s 2019 General Obligation Note and for other purposes stated therein. Second by CM Dandoy. All voted aye.
- Councilman Bonus made a motion to amend the Motion to appoint Jeff Smith and Ken Bonus to lead all future AFSCME contract negotiations for the City, to read: Motion to appoint Jeff Smith and Mike Walter to lead all future AFSCME contract negotiations for the City and CM Bonus would make the motion. Second by CM Smith. All voted aye.
- Councilman Smith made a motion to add the Motion to support the City of Butler Parks Recreational Grounds and Facility Authority’s grant application with the County for COVID-19 funding. Second by Mayor Smith. All voted aye.
- Councilman Smith made a motion to add the Motion to affirm the City of Butler’s grant application with the County for COVID-19 funding. Second by Mayor Smith. All voted aye. All voted aye. Agenda amended
Motion by Mayor Smith with a second from CM Dandoy to approve the minutes of the Regular meeting of August 11, 2020. All voted aye.
Motion by Mayor Smith with a second from CM Walter to acknowledge receipt of the monthly minutes from RACB, including the CDBG/HOME Program activities. All voted aye.
MONTHLY & ANNUAL DEPARTMENT REPORTS

Motion to accept the monthly reports from the Office of the City Clerk, the Police Department, Fire Department, Office of Business & Community Development/Code Enforcement, Department of Public Works and Parking Department for the month of July. Motion by Mayor Smith. Second by CM Walter. All voted aye.
COUNCIL REPORTS/ACTIONS
Councilman Smith
- Motion for the second reading and adoption of City Ordinance 1788; An ordinance of the City of Butler amending the exemption schedule for new businesses within the City of Butler which would otherwise be subject to the business privilege tax or mercantile tax. Second by Mayor Smith. All voted aye.
- Motion to enter into an agreement with Precision Safe Sidewalks to perform evaluations of Butler City sidewalks in order to identify sidewalks that violate the City sidewalk regulations. Second by Mayor Smith. All voted aye.
- Motion to approve and send draft agreement to the Redevelopment Authority of the City of Butler for the administration of CDBG monies. Second by Mayor Smith. All voted aye.
- Motion to support the City of Butler Parks Recreational Grounds and Facility Authority’s grant application with the County for COVID-19 funding. Second by CM Walter. All voted aye.
- Motion to affirm the City of Butler’s grant application with the County for COVID-19 funding. Second by Mayor Smith. All voted aye.
Councilman Bonus
- Motion to appoint Jeff Smith and Mike Walter to lead all future AFSCME contract negotiations for the City. Second by CM Walter. All voted aye.
Mayor Smith
- Motion to direct the City Clerk to prepare and release an RFP for refuse collection for the years 2021 through 2023 with an optional 2 year extension. (Proposals due NLT Oct. 12th) Second by CM Bonus. All voted aye.
- Motion to add a Motion for the introduction and first reading for City Ordinance #1789; an ordinance of the City of Butler authorizing and directing the incurrence of non-electoral debt in the presently estimated amount of $1,885,000 through issuance of a series of general obligation bonds for the purpose of refinancing the City’s 2019 General Obligation Note and for other purposes stated therein. The City Treasurer presented a Monthly Intake Report for July, 2020.
The City Controller presented bills for payment as follows: from the general fund – $92,862.46; from the parking fund – $36,177.28; from the capital projects fund – $28,072.85; and from the liquid fuels tax fund – $6,541.40; for a grand total of $163,653.99. Motion by Mayor Smith with second from CM Bonus to approve payment of bills as presented. All voted aye.
August Public Announcement – Municipal Separate Storm Sewer System (MS4)
As part of an ongoing education plan, we would like to remind local residents that if you plan to drain your pool, only drain it when your test kit does not detect any chlorine levels. Chlorine is considered toxic to fish and aquatic organisms. Whenever possible, drain the pool or spa into the sanitary sewer system. Contact your local municipality if you have any questions regarding how to properly drain your pool or spa.
