City Council Meeting
City of Butler, Pennsylvania
August 11, 2020 7pm via Zoom Meeting
Mayor Smith called the meeting to order at 7:00 PM. Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Mayor Smith.
CITY COUNCIL, ACTING AS THE BOARD OF HEALTH, and under the provisions of the Pennsylvania Consolidated Statutes Title 11 Cities; Chapter 123 Public Health; Subchapter B – Public Nuisances Detrimental to Public Health; §12321 Abatement of public nuisances by designated department; finds the following subject structure detrimental to public health and orders its removal by demolition: 110 S. Sixth Avenue
Motion by Mayor Smith. Second by CM Bonus. All voted aye.
The invocation was given by Deacon Mitch Natali, St. Paul’s Catholic Church.
Motion by Mayor Smith to approve the agenda for the regular meeting of August 11, 2020. Second by CM Walter.
Motion by Mayor Smith to amend the agenda as follows:
Motion to add a motion to approve the mayor’s signature for the extension of the mortgage for the baseball stadium for the months of May, June and July, as well as another extension of the mortgage for the baseball stadium for the months of August, September and October. Second by CM Walter. All voted aye. All voted aye. Agenda amended.
Motion by Mayor Smith with a second from CM Bonus to approve the minutes of the regular meeting of July 30, 2020. All voted aye.
COUNCIL REPORTS/ACTIONS
Councilman Walter
- Motion for the second reading and adoption of City Ordinance No. 1787; an ordinance increasing the indebtedness of the City of Butler, Butler County, Pennsylvania by the issue of a General Obligation Note in the amount of $280,000.00 for the purpose of the 2020 Monroe Street Storm Sewer Project. Second by Mayor Smith. All voted aye.
Councilman Smith
- Motion to accept the proposal from North Star Communications for the City Building Front Door Security System at a price of $5,240.38. Second by CM Bonus. All voted aye.
- Motion to direct the city solicitor to coordinate with the School District to review the Hari and other significant reassessment requests and to attend the reassessment hearings to object to them if in the City’s best interest. Second by Mayor Smith. All voted aye.
Councilman Dandoy
- Motion for the second reading and adoption of City Ordinance No. 1786, an ordinance of the City of Butler amending part three, Chapter 57 (Firefighters Pension Plan) of the codified ordinances of the City of Butler to incorporate changes resulting from a grievance settlement agreement by including the addition of interest the City would have been required to pay for the calculation of the purchase of military service credit. Second by Mayor Smith. All voted aye.
Mayor Smith
- Motion to approve the mayor’s signature for the extension of the mortgage for the baseball stadium for the months of May, June and July, as well as another extension of the mortgage for the baseball stadium for the months of August, September and October. Second by CM Dandoy. All voted aye.
The City Controller presented bills for payment as follows: from the general fund – $240,359.80; from the parking fund – $4,164.20; from the capital projects fund – $228,727.75; and from the liquid fuels tax fund – $2,607.77; for a grand total of $475,859.52. Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented. All voted aye.
Mayor Smith adjourned the meeting at 7:37 PM.
