City Council Meeting
City of Butler, Pennsylvania
May 21, 2020 7pm via Zoom Meeting
Mayor Smith called the meeting to order at 7:01 PM. Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Reverend James Neal, St. Mark’s Lutheran Church.
Motion by Mayor Smith with a second from CM Dandoy to approve the agenda for the regular meeting of May 21, 2020. Motion by Mayor Smith to amend the agenda as follows:
Mayor Smith made a motion to add a motion to reinstate the meter violations monitors as of May 26, 2020. Second by CM Bonus. All voted aye. Agenda amended.
Motion by Mayor Smith with a second from CM Bonus to approve the minutes of the regular meeting held on May 7, 2020. All voted aye.
Motion by Mayor Smith with a second from CM Dandoy to acknowledge receipt of the monthly minutes from RACB, including the CDBG/HOME Program activities. All voted aye.
MONTHLY & ANNUAL DEPARTMENT REPORTS

Motion to accept the monthly reports from the Office of the City Clerk, the Police Department, Fire Department, Office of Business & Community Development/Code Enforcement, Department of Public Works and Parking Department for the month of April. Motion by Mayor Smith. Second by CM Bonus. All voted aye.
COUNCIL REPORTS/ACTIONS
Councilman Smith
- Motion to approve an agreement with the Butler YMCA to conduct their summer camp at Memorial Park. Second by Mayor Smith. All voted aye.
- Motion to approve an agreement with the Butler Area School District to enhance the Butler City Recreational Program with an educational component. Second by CM Bonus. All voted aye.
Councilman Bonus
- Motion to remove the “No Parking Here to Corner” sign on Bredin Avenue at the intersection with West Pearl Street on a 90-day trial basis. Second by Mayor Smith. All voted aye.
- Motion to install an “Opposing Traffic Does Not Stop” sign on N. Monroe Street at Belmont Road on a 90-day trial basis. Second by CM Walter. All voted aye.
- Motion for the introduction and first reading of City Ordinance No. 1785, an ordinance of the City of Butler, Pennsylvania amending the City’s traffic control schedules contained in Chapter 245 of the codified ordinances of the City of Butler by making permanent the experimental regulations previously adopted by city council on a 90-day trial basis. Second by CM Walter. All voted aye.
- Motion to approve a proposal from and award a contract in the amount of $323,732.12 to Shields Asphalt Paving, Inc., for the 2020 Street Paving Project. LIN 35 430 439. Second by CM Walter. All voted aye.
- Motion to approve a proposal from and award a contract in the amount of $57,622.00 to Davis Demolition & Excavating, LLC, for the 2020 Curb Ramp Project. LIN 35 430 439. Second by CM Walter. All voted aye.
- Motion to approve a proposal from and award a contract in the amount of $255,500.00 to Bauer Excavating, Inc, for the 2020 Monroe Street Storm Sewer Project. LIN 18 430 436. Second by CM Walter. All voted aye.
- Motion to approve a change order in the amount of $20,130.00 from Bauer Excavating, Inc, for a reduction in the cost for the 2020 Monroe Street Storm Sewer Project. Second by CM Walter. All voted aye.
Councilman Dandoy
- Motion to approve the retirement of Lieutenant Scott M. Longdon from the Butler Bureau of Fire effective July 1, 2020. Second by CM Walter. All voted aye.
- Motion to accept the bid from The Rescue Store in the amount of $59,590.00 for the purchase of the Hydraulic Rescue Tools and Stabilization. (FEMA Assistance to Firefighters Grant). Second by CM Walter. All voted aye.
- Motion to reappoint Michael Preston to the Zoning Hearing Board for a three year term ending June 30, 2023. Second by CM Bonus. All voted aye.
- Motion to reappoint Jim Harpel as an alternate for the Code Management Appeals Board for a five year term ending June 30, 2025. Second by CM Bonus. All voted aye.
Mayor Smith
- Motion to accept the resignation of Robert Dandoy from the Zoning Hearing Board whose term ends June 30, 2020. Second by CM Walter. CM Walter, CM Smith, CM Bonus and Mayor Smith voted aye. CM Dandoy abstained.
- Motion to approve a Gas Pipeline Easement Grant to Peoples Gas Company, LLC for parcels 565-20-30 and 565-22-10A (Wick Street) for the construction of one underground pipeline. Second by CM Bonus. All voted aye.
- Motion to reinstate the meter violation monitors as of May 26, 2020. Second by CM Walter. All voted aye.
The City Treasurer presented a Monthly Intake Report for April, 2020.
The City Controller presented bills for payment as follows: from the general fund – $62,092.80; from the parking fund – $35,958.21; from the capital projects fund – $13,022.90; and from the liquid fuels tax fund – $6,097.13; for a grand total of $117,171.04. Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented. All voted aye.
May Public Announcement – Municipal Separate Storm Sewer System (MS4)
As part of an ongoing education plan, we would like to remind local residents to please use pesticides and fertilizers sparingly on their lawns. When necessary, use these chemicals in their recommended amounts. Avoid applying chemicals if rain is in the forecast because the rain will wash all of the chemicals off the lawn area into the storm sewers and into the local streams. Don’t over-water your lawns and if you are going to water, do it during the cool times of the day and don’t let the water runoff into the streets.
Also, check your cars, boats, lawn mowers, and other machinery and equipment for leaks and spills. Make repairs as soon as possible, and clean any spills up with an absorbent type material such as kitty litter or sand. Do not rinse any spills into the streets or storm sewers. This will go directly into local streams.
