City Council Meeting
City of Butler, Pennsylvania
January 6, 2020
Mayor Smith opened the meeting at 10:00 AM. Chief O’Neill led in the pledge of allegiance after the invocation was given by Father Kevin Fazio, Butler Catholic Churches.
Mayor Smith requested a moment of silence in remembrance and honor of City Controller, Gretchen Ehlman.
- At 10:00 AM, January 6, 2020, the following named individuals who won election on November 5, 2019 took their oaths of office administered by Mayor Benjamin A. Smith: Councilman Michael E. Walter, Councilman Robert A. Dandoy, and Treasurer Aaron F. Bonus. Their term of office is from January 2020 through January 2024.
- City Council met immediately after the swearing-in for its reorganization meeting. Mayor Smith, Councilman Walter, Councilman Smith, Councilman Bonus and Councilman Dandoy were present.
PA Title 11 – § 11103. Director, Public Affairs & Bureau of Police – Mayor Smith.
Motion by Mayor Smith with a second from CM Bonus to assign CM Walter as Director of Accounts & Finance, to assign CM Smith as Director of Parks/Recreation and Public Property, to assign CM Dandoy as Director of Public Safety & Bureau of Fire, and to assign CM Bonus as Director of Streets & Public Improvements. All voted aye.
- City Council Liaison Appointments.
- Redevelopment Authority of the City of Butler – Mayor Smith.
- Butler Area Sewer Authority – CM Smith.
- Butler County/City Connoquenessing Creek Flood Control Authority – CM Walter.
- City of Butler Planning & Zoning Commission – Mayor Smith.
- Zoning Hearing Board – CM Dandoy.
- Code Management Appeals Board – CM Dandoy.
- City Shade Tree Commission – CM Smith.
- Pension Investment Advisory Board (Director, Accounts & Finance) – CM Walter.
- Butler Area Public Library – CM Dandoy.
- City of Butler Parks, Recreation Grounds and Facilities Authority – CM Smith.
- BAMM Plan Oversight Committee – CM Bonus.
- Bicycle Advisory Commission – CM Walter.Motion by Mayor Smith to approve City Council Liaison Appointments. Second by CM Bonus. CM Walter and CM Dandoy voted no. CM Smith, CM Bonus and Mayor Smith voted aye. Motion carried by a vote of three to two.CM Walter had requested to remain as liaison on the Butler Area Sewer Authority.
COUNCIL ACTIONS
Motion by Mayor Smith with a second from CM Bonus to approve the minutes of the regular meeting of December 19, 2019. All voted aye.

Discussion topics:
- Proposed Request to Tax Exempt Property Owners to contribute to a Fire / Safety fund.
- Possible Tobacco Free Policy in Parks and Playgrounds.
- Potential LED project for City Building and Public Safety Building.
- Parking Garage Safety / Repair Assessment Update.
In the absence of the City Controller, the City Clerk presented bills for payment as follows: from the general fund – $258,018.11; from the parking fund – $3,806.83; from the capital projects fund – $625.50; and from the liquid fuels tax fund – $2,761.33; for a grand total of $265,211.77. Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented. All voted aye.
Announcement:
Emmalee Herndon has been appointed to the Butler City Parks, Recreation Grounds & Facilities Authority to fill the term of Phillip Lefevre whose term expires January 1, 2021.
City Council is looking for someone interested in filling the seat of City Controller for a period of two years until the next municipal election.
There being no other business, Mayor Smith adjourned the meeting at 10:22 AM.
