City Council Meeting
City of Butler, Pennsylvania
February 4, 2020
Mayor Smith called the meeting to order at 7:00 PM. Mayor Smith and Council members Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Reverend Kimberly van Driel, First English Lutheran Church.
Lieutenant Grooms introduced Chooch, one of the City’s new K9 officers.
OATH OF OFFICE – Mayor Smith administered the Oath of Office to Barbara E. Hall, City Controller
Motion by Mayor Smith with a second from CM Walter to approve the agenda for the regular meeting of February 4, 2020. All voted aye.
Motion by Mayor Smith with a second from CM Bonus to approve the minutes of the regular meeting of January 23, 2020. All voted aye.
COUNCIL REPORTS/ACTIONS
Councilman Walter
- Motion to approve a payment in the amount of $217,378.36 to Wells Fargo Bank for debt service for the City’s 2005 general obligation bonds. (Note: This payment includes principal of $200,000.00 and interest of $17,378.36; due March 1st.) Second by Mayor Smith. All voted aye.
Councilman Smith
- Motion to approve City Resolution No. 2020-02-04A; the City of Butler agrees to comply with the requirements of the Butler County Parks Renovation Program for the purpose of obtaining grant funds for the renovation of Butler Ritts Park. Second by Mayor Smith. All voted aye.
Councilman Bonus
- Motion to install a “Loading Zone” sign on W. Brush Street 40 feet east of S. Washington Street on a 90-day trial basis. Second by CM Walter. All voted aye.
- Motion to install a “No Parking Between Signs” sign on the south side of W. Brush Street between S. Washington and S. Main Street on a 90-day trial basis. Second by Mayor Smith. CM Smith abstained. CM Walter, CM Bonus, CM Dandoy and Mayor Smith voted aye.
- Motion to award the demolition of 515 Carbon St. to Pat McGrady in the amount of $9,750.00 based upon the general specifications of the contract and the release by the City Solicitor. (To be paid from Fire Escrow) Second by Mayor Smith. All voted aye.
Mayor Smith
- Motion to designate Veronica Walker as the City’s Fair Housing Officer for 2020. Second by CM Walter. All voted aye.
- Motion to approve City Resolution No. 2020-02-04; the City of Butler’s Fair Housing Resolution. Second by CM Walter. All voted aye.
The City Controller presented bills for payment as follows: from the general fund – $336,600.67; from the parking fund – $10,573.84; from the capital projects fund – $27,824.99; and from the liquid fuels tax fund – $15,631.24; for a grand total of $390,849.26. Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented. All voted aye.
Mayor Smith recessed the meeting at 7:58 PM for an executive session to discuss a personnel issue, real estate and litigation.
Mayor Smith reconvened the meeting at 8:22 PM.
Mayor Smith adjourned the meeting at 8:22 PM.
