City Council Meeting
City of Butler, Pennsylvania
April 9, 2019
Mayor Smith called the meeting to order at 7:02 PM. Mayor Smith and Council members Walter, Smith, Bonus and Roche were present. The pledge of allegiance to the flag followed an invocation given by Pastor Samantha Shreve, The Intersection Community Church.
PERSONS TO BE HEARD:
Marcie Mustello, the GOP nominee for the PA State House Representative 11th District introduced herself and gave a brief history of her involvement with the City.
Motion by Mayor Smith with a second from CM Bonus to approve the minutes of the regular meeting of March 26, 2019. All voted aye.
COUNCIL REPORTS/ACTIONS
Councilman Walter
- Motion to accept the proposal from Gierl Augustine Investment Management, Inc., to terminate the agreement with Manning & Napier Advisory Advantage Corporation pertaining to investment advisory services for the City’s three pension funds and utilizing the managed fund solution. Second by Mayor Smith. All voted aye.
- Motion to direct the city clerk to terminate the agreement with Manning & Napier Advisory Advantage Corporation for investment advisory services for the City’s three pension funds. Second by Mayor Smith. All voted aye.
Councilman Smith
- Motion to terminate the current agreement with Butler Downtown for the management of the Farmers Market. Second by Mayor Smith. All voted aye.
- Motion to approve a new Farmers Market agreement authorizing Butler Downtown to operate the Farmers Market operations on Saturdays from May 11, 2019 through October 31, 2019 from 8:00 AM until 3:00 PM. Second by Mayor Smith. All voted aye.
- Motion to approve the agreement with Grace Youth & Family Foundation to provide a summer recreation program for the City. Second by CM Bonus. All voted aye.
- Motion to accept the quote from 2Krew Security & Surveillance in the amount of an initial cost of $485.00 and a monthly cost of $39.95 for the fire alarm system in the City Building. Second by Mayor Smith. All voted aye.
- Motion to accept the quote form 2Krew Security & Surveillance in the amount of an initial cost of $1,175.00 and a monthly cost of $34.95 for the security system in the City Building. Second by CM Bonus. All voted aye.
Councilman Bonus
Councilman Bonus requested nominations for the Neighborhood Pride Awards.
- Motion for the second reading and adoption of City Ordinance No. 1775, an ordinance of the City of Butler, Pennsylvania amending the City’s traffic control schedules contained in Chapter 245 of the codified ordinances of the City of Butler by making permanent the experimental regulations previously adopted by city council on a 90-day trial basis. Second by CM Roche. All voted aye.
- Motion to approve the widening of the south side of East Locust Street from North Monroe Street to Cecelia Street complying with the City design specifications/Penn DOT construction standards and to be paid in full by Butler Catholic, contingent upon review and approval by the City engineer. Second by Mayor Smith. All voted aye.
Councilman Roche
Council will be reviewing nominations for the liaison for the Fusion Center.
Mayor Smith
- Motion to accept a quote from Dell, Inc. for the purchase of six (6) laptop computers for a total cost of $11,291.04 to be used in the police department. LIN 01 410 216 (Contract #78ADB). Second by CM Roche. All voted aye.
- Motion to approve the recommendation of our consultant (BidURenergy) and enter into the contract with Constellation New Energy to be the City’s electrical supplier for a period of 36 months beginning November, 2019 through December, 2022 at a contract rate of $0.04540. Second by CM Walter. All voted aye.
Tracy Hack (BCCC) is still looking for potential areas for a “box garden” initiative in the City.
The City Controller presented bills for payment as follows: from the general fund – $216,652.51 ; from the parking fund – $5,233.63; from the capital projects fund – $1,210.00; and from the liquid fuels tax fund – $22,977.75; for a grand total of $246,073.89. Motion by Mayor Smith with second from CM Bonus to approve payment of bills as presented. All voted aye.
Announcements:
- City Hall will be closed on Friday, April 19th in observation of Good Friday.
Mayor Smith recessed the meeting at 8:12 PM for an executive session to discuss real estate and litigation.
Mayor Smith reconvened the meeting at 8:48 PM.
Mayor Smith adjourned the meeting at 8:48 PM.
