City Council Meeting
City of Butler, Pennsylvania
September 22, 2016
Mayor Donaldson called the meeting to order at 7:00 PM. Mayor Donaldson and Council members Walter, Kline, Bonus and Roche were present. The pledge of allegiance to the flag followed an invocation given Pastor Kimberly van Driel, First English Lutheran Church.
PERSONS TO BE HEARD:
The following persons spoke at the Public to be Heard Section of the meeting. All of the speakers discussed the proposal to establish a Human Relations Commission, commenting both for and against the proposal:

Motion by Mayor Donaldson with second from CM Walter to approve the minutes of Regular meeting of August 25, 2016 and Special meeting of September 6, 2016. All voted aye.
MONTHLY & ANNUAL DEPARTMENT REPORTS
(Note: Department Reports Distributed to Council at Tuesday’s Forum Meeting for Review)
Motion by Mayor Donaldson with a second from CM Roche to acknowledge receipt of the monthly minutes from RACB, including the CDBG/HOME Program activities. All voted aye.
Department reports for the month of August were approved by individual, unanimous votes.
COUNCIL REPORTS/ACTIONS
Councilman Walter
- Motion to reject the bid from 911Leasing.com for a five (5) year lease to purchase one used 2013 Pelcan P Three Wheel Boom Street Sweeper. Second by CW Kline. All voted aye.
- Motion to accept the bid from PNC with an interest rate of 2.68% per annum to be used for a five (5) year lease to purchase one used 2013 Pelcan P Three Wheel Boom Street Sweeper. Annual payment $23,259.07. LIN 35 430 429. Second by CW Kline. All voted aye.
- Motion to direct the City Clerk and the heads of all departments to discontinue all discretionary purchases and expenditures with the goal of conserving all available funds to the end of the fiscal year. Second by CW Kline. All voted aye.
- Motion to approve City Resolution No. 2016-09-22; a resolution of the City of Butler appointing Kenneth Bonus as an authorized representative to make requests upon and receive any and all tax information and records from Berkheimer, relative to the collection of taxes for the Taxing Authorities within the Butler County Tax Collection District, as directed and deemed necessary, to be used for official purposes only. Second by Mayor Donaldson. All voted aye.
- Motion to approve the 2017 Minimum Municipal Obligations for the City’s three pension plans as follows: for the Firefighters Pension Plan – $149,190 and for the Police Pension Plan – $175,281 and the Officers and Employees Pension Plan – $28,472. Second by CW Kline. All voted aye.
- Motion to accept the bid from America First Enterprises, LLP in the amount of $10,001.00 for the sale of City owned real estate known as Tax Parcel 565-42-64. Second by Mayor Donaldson. All voted aye.
Councilman Bonus
- Motion to direct the City Clerk to seek proposals for limestone, asphalt and petroleum products for Fiscal Year 2017 with such proposals due not later than 2:00 PM on November 14th. Second by CW Kline. All voted aye.
- Motion to accept the bid from Bauer Excavating, Inc. in the amount of $10,400.00 for the 2016 Sullivan Run Stream Cleaning project. LIN 18 427 305. Second by Mayor Donaldson. All voted aye.
Councilman Roche
- Motion to dedicate the shelter at the Institute Hill Playground as “The Victor T. Rikal, Sr. Memorial Shelter.” Second by CW Kline. All voted aye.
Mayor Donaldson
- Motion to approve payment to Gateway Engineers in the amount of $9,660.00 for the engineering of the Centre City Parking Garage. LIN 43 463 010. Second by CM Roche. All voted aye.
- Motion to approve payment to Thomas Construction, Inc. in the amount of $358,851.91 for the construction of the Centre City Parking Garage. LIN 43 463 020. Second by CM Walter. All voted aye.
- Motion to approve payment to Merrit Electrical Group, Inc. in the amount of $22,459.93 for the construction of the Centre City Parking Garage. LIN 43 463 020. Second by CM Roche. All voted aye.
- Motion to approve payment to Reno Bros., Inc. in the amount of $3,726.94 for the construction of the Centre City Parking Garage. LIN 43 463 020. Second by CM Roche. All voted aye.
- Motion for the second reading and adoption of City Ordinance No. 1732, an ordinance of the City of Butler, Pennsylvania to amend Chapter 6; Authorities; Municipal and Chapter 87; Traffic Violations Bureau of the codified ordinances of the City of Butler to remove references of the Parking Authority. Second by CM Roche. All voted aye.
- Based on recommendation from his chain of command and satisfactory completion of his probationary period, motion to grant permanent employment status as of September 14, 2016 to Patrol Officer Eric C. Klopfer. Second by CW Kline. All voted aye.
- Motion to accept the bid from Nathan Contracting in the amount of $14,529.00 for the McKean Street Parking Garage Rehabilitation. LIN 05 448 240. Second by CM Roche. All voted aye.
- Motion to offer the employees an Employee Assistance Program (EAP) in connection with the city’s group insurance from The Standard at no cost to the City. Second by CW Kline. All voted aye.
In absence of the City Treasurer, the City Controller presented a Monthly Intake Report for August, 2016.
The City Controller presented bills for payment as follows: from the general fund – $215,448.94; from the parking fund – $21,575.64; from the capital projects fund – $91,227.60; from the liquid fuels tax fund – $3,664.78; and from the 2015-Series Bond Proceeds – $394,698.78 for a grand total of $726,615.74. Motion by Mayor Donaldson with second from CW Kline to approve payment of bills as presented. All voted aye.
