City Council Meeting
City of Butler, Pennsylvania
May 26, 2016
Mayor Donaldson called the meeting to order at 7:00 PM. Mayor Donaldson and Council members Walter, Kline, Schontz and Roche were present. The pledge of allegiance to the flag followed an invocation given by Pastor Kimberly van Driel, First English Lutheran Church.

Motion by CM Schontz with second from CM Walter to approve the minutes of Regular meeting of April 28, 2016. All voted aye.
The following action took place at the City’s Forum Meeting held on May 24, 2016:
Motion to approve the Conditional Use of property at various locations (listed below) under Codified Ordinance Section 260-112 C(1) for a group known as “Walldogs” to paint murals on a number of downtown buildings located in the C-2 zoning district:

Department reports for the month of April were approved by individual, unanimous votes.
COUNCIL REPORTS/ACTIONS
Councilman Walter
- Motion for the introduction and first reading of City Ordinance No. 1729; an ordinance increasing the indebtedness of the City of Butler, Butler County, Pennsylvania by the issue of a General Obligation Note in the amount of $210,000.00 for the purpose of the street paving, storm sewer repairs, and bridge repairs. Second by CM Schontz. All voted aye.
- Motion to approve a payment in the amount of $753,426.06 to PNC Bank for the 2016 Tax Revenue Anticipation Note. $750,000.00 Principal (LIN 01 472 601) & $3,426.06 Interest (LIN 01 472 600) – payoff date is May 27, 2016. Second by CW Kline. All voted aye.
- Motion to designate Veronica M. Walker as the City’s fair housing officer for 2016.
Second by CW Kline. All voted aye.
Councilman Schontz
- Motion to make Broad Street 2-way between W. Brady St. and W. New Castle St. on a 90-day trial basis. Second by Mayor Donaldson. All voted aye.
- Motion to install two “Watch Children” signs on Mackey Avenue on a 90-day trial basis. Second by CW Kline. All voted aye.
- Motion to install two “Watch Children” signs on McKinley Avenue on a 90-day trial basis. Second by CW Kline. All voted aye.
- Motion to approve City Resolution No. 2016-05-26; adopting the Butler County Hazard Mitigation Plan. Second by CW Kline. All voted aye.
- Motion to approve payment to Troy Jay Construction, Inc. in the amount of $10,990.00 for Mercer Street Bridge repairs. LIN 18 427 770. Second by CW Kline. All voted aye.
- Motion to approve the conditional hiring of Zachary M. Kordes for the position of Truck Driver in the Streets Department. Second by Mayor Donaldson. All voted aye.
- Motion for the first reading and introduction of City Ordinance No. 1730; an ordinance of the City of Butler, Butler County, Commonwealth of Pennsylvania, amending Chapter 226 – Solid Waste. Second by CW Kline. All voted aye.
- Motion to award the demolition of 511 Polk Street to A. P. Wise Excavating, LLC in the amount of $6,100.00, based upon the general specifications of the contract and the release by the City Solicitor. LIN 18 427 221. Second by Mayor Donaldson. All voted aye.
Councilman Schontz announced that he will resign, effective July 31, 2016.
Councilman Roche
- Motion to approve the retirement of Fred M. Savannah after 23 years of service, effective May 19, 2016. Second by CW Kline. All voted aye.
- Motion to approve the agreement with Grace Youth & Family Foundation to provide a recreational program for the City playgrounds. Second by Mayor Donaldson. All voted aye.
- Motion to approve an agreement with First Baptist Church to lease Father Marinaro Park for youth soccer practice. Second by CW Kline. All voted aye.
- Motion to enter into an agreement with COVERALL for cleaning services for the police station and the city building. Second by Mayor Donaldson. All voted aye.
- Motion to approve an agreement with Fishbone Ministries to lease Rotary Park for a series of events. Second by CW Kline. All voted aye.
- Motion to approve the plan for the upgrades to the Rotary Playground and the Christie Avenue Playground as proposed by the Butler Rotary Club PM. Second by Mayor Donaldson. All voted aye.
Mayor Donaldson
- Motion to approve payment to Gateway Engineers in the amount of $10,002.83 for the engineering of the Centre City Parking Garage. LIN 43 463 010. Second by CM Schontz. All voted aye.
- Motion to approve payment to Thomas Construction, Inc. in the amount of $467,161.32 for the construction of the Centre City Parking Garage. LIN 43 463 020.
Second by CW Kline. All voted aye.
- Motion to approve payment to Community Development Corporation of Butler County, in the amount of $20,556.30 for the construction management services of the Centre City Parking Garage. LIN 43 463 020. Second by CM Roche. All voted aye.
- Motion to direct the city clerk to advertise to fill the position of Fire Chief in the fire department. Second by CM Schontz. All voted aye.
- Motion to make written application to the Civil Service Board for a certified list of candidates to fill the vacancy created by the retirement of Sergeant Ron Fundark. Second by CM Schontz. All voted aye.
- Motion to make written application to the Civil Service Board for a certified list of candidates to fill the vacancy created by the resignation of Patrol Officer Douglas Mazzanti. Second by CM Roche. All voted aye.
In the absence of the City Treasurer, Mayor Donaldson presented a Monthly Intake Report for April, 2016.
The City Controller presented bills for payment as follows: from the general fund – $972,767.26; from the parking fund – $20,947.31; from the capital projects fund – $81,404.62; from the liquid fuels tax fund – $4,242.34; and from the 2015-Series Bond Proceeds – $497,720.45 for a grand total of $1,577,081.98. Motion by Mayor Donaldson with second from CW Kline to approve payment of bills as presented. All voted aye.
- ANNOUNCEMENTS:
- WISR City Hall – Councilman Walter and Councilwoman Kline
- City Building will be closed Monday, May 30th in observance of Memorial Day and also June 14th in observance of Flag Day.
- Farmers’ Market opens Saturday, May 28th for the 2016 season.
