City Council Meeting

City of Butler, Pennsylvania

May 22, 2014

 Mayor Donaldson called the meeting to order at 7:00 PM.  Mayor Donaldson and Council members Readie, Schontz and May were present. The pledge of allegiance to the flag followed an invocation given by Pastor Steve Ogle, Community Life Church.

 Mark Krenitsky –  shared concerns about government involvement with certain projects.

 Motion by CM Schontz with second from CM May to approve the minutes of the Regular meeting of April 24, 2014.  All voted aye.

 MONTHLY & ANNUAL DEPARTMENT REPORTS

(Note: Department Reports Distributed to Council at Tuesday’s Forum Meeting for Review)

All department reports for the month of April were approved by individual, unanimous votes.

The following actions took place at the City’s Forum Meeting held on May 20, 2014:

 

Katie Yates, Maher Duessel, attended the Forum meeting and briefed Council on the audit report for Fiscal Year 2013.

 

 

COUNCIL REPORTS/ACTIONS

Councilwoman Readie

1. Motion for the adoption of City Ordinance No. 1690; an ordinance increasing the indebtedness of the City of Butler, Butler County, Pennsylvania by the issue of a General Obligation Note in the amount of $205,000.00 for the purpose of the street paving, storm sewer repairs, and bridge repairs. Second by CM Schontz.  All voted aye.

2. Motion to approve a payment in the amount of $604,504.50 to NexTier Bank for the 2014 Tax Revenue Anticipation Note.  $600,000.00 Principal (LIN 01 472 601)   &   $4,504.50 Interest (LIN 01 472 600) – payoff date is May 23, 2014.  Second by CM May.  All voted aye.

 3. Motion for the second reading and adoption of City Ordinance No. 1689, an ordinance of the City of Butler, adding, as Chapter 135 of the Codified Ordinances; Emergency Services; Article I; Cost Recovery; relating to the recovery of costs associated with the provision of emergency services by the City; establishing fees for specialty rescue, training and inspection services; and providing for payment of fees for costs associated with unlocking or attempting to unlock doors for private property owners or tenants. Second by CM Schontz.  All voted aye.

4. Motion to approve Pennsylvania Heart & Lung Act benefits for Firefighter Richard Walters, Jr. beginning on May 8, 2014 for a work-related injury he sustained on March 24, 2014.  Second by CW Readie.  All voted aye.

5. Motion to approve Pennsylvania Heart & Lung Act benefits for Firefighter Jeff Scott beginning on May 8, 2014 for a work-related injury he sustained on March 24, 2014. Second by CM May. All voted aye.

6. Motion to award the contract for the Monroe Street Bridge deck repairs to Gary Metzinger Cement Contractor, Inc. in the amount of $47,704.60 pending final review from the Municipal Engineer. Second by CM May.  All voted aye.

 

7. Motion to amend Chapter 245, Article III (Parking Regulations); Schedule G (Parking Zones) of the Codified Ordinances of the City of Butler on a 90 day trial basis, as follows:

Quarry Street Lot                                Permit Parking Only

E. Cunningham Street, from Cedar Street to S. McKean Street;

“No Permit Parking / 2 Hour Parking”

West side of S. McKean Street, from E. Vogely to E. Cunningham Street:

“No Permit Parking / 2 Hour Parking”

Second by CM May.  All voted aye.

8. Motion to approve the agreement with the Paul Lawrence Dunbar Community Center to provide a recreational program for the City playgrounds. Second by CW Readie.  All voted aye.

 9. Motion to enter into an agreement with Zambelli Fireworks Manufacturing Co. for the year 2014 to guarantee the cost of $11,000.00. Second by CM Schontz.  All voted aye.

The City Treasurer presented Council with the Account Balance Report and the Monthly Intake Report for April, 2014.

The City Controller presented bills for payment as follows: from the general fund – $805,287.74; from the capital projects fund – $4,834.46; and, from the liquid fuels tax fund – $4,301.34 for a grand total of $814,423.54. Motion by Mayor Donaldson with second from CM Schontz to approve payment of bills as presented.  All voted aye.

 

ANNOUNCEMENTS:

 

Ticketing to begin in the Quarry Street parking lot June 1, 2014, for all vehicles without a parking permit.

City Building closed – Monday, May 26th in observance of Memorial Day

West New Castle Street Plaza first concert of the season is Friday, May 30, 2014.

The Jeep Invasion – June 13, 2014, 6:00 PM – 10:00 PM
