City Council Meeting
City of Butler, Pennsylvania
June 26, 2014
Mayor Donaldson called the meeting to order at 7:01 PM. Mayor Donaldson and Council members Readie, Kline,and Schontz were present. The pledge of allegiance to the flag followed an invocation given by Reverend James W. Dollhopf, First English Lutheran Church.
PERSONS TO BE HEARD:
Lois J. Keith – voiced concerns over snakes being at the city’s events.
Justin Ellis – presented his Eagle Scout project at the Rotary Park. The plans are to hold a dedication on August 13th.
Steven King – lead singer, Trigger Happy; shared his views about permitting alcohol in the West New Castle Street Plaza and thanked Council for the opportunity to perform for the city of Butler.
Kirk Bergbigler – Butler County Bears; asked Council to permit the Bears to play their final home game on July 10th; He suspended the 6 players that were unruly at the last game played.

Motion by CM Schontz with second from CW Kline to approve the minutes of the Regular meeting of May 22, 2014. All voted aye.
MONTHLY & ANNUAL DEPARTMENT REPORTS
(Note: Department Reports Distributed to Council at Tuesday’s Forum Meeting for Review)
All department reports for the month of May were approved by individual, unanimous votes.
A Public Hearing was held at the Forum meeting at 6:15 PM on June 24, 2014. This meeting was for conditional use for SOI.
At its Forum Meeting on June 24, 2014, Mayor Donaldson made a motion to approve the “Downtown Domination” fundraising event that will be held on August 16, 2014 in the West New Castle Street Plaza. Second by CM Schontz. All voted aye.
COUNCIL REPORTS/ACTIONS
Councilwoman Readie
CW Readie distributed budget preparation materials for Fiscal Year 2015 at Council’s Forum meeting on June 24th. All elected officials and department heads received copies. Revenue projections are due August 26th, and budget requests from departments are due September 1st. A draft 2015 budget will be presented to Council on September 23rd.
1.Motion to pay the second and final installment of the 2013 small borrowing loan to NexTier Bank in the amount of $104,089.88.

$62,000.00 – LIN 01 472 913 Principal (street borrowing loan);

2. Motion to approve an internal credit card policy for use of the city’s accounts. Second by CM Schontz. All voted aye.

3. Motion to reappoint John Mossman to the Planning & Zoning Commission for a 4 year term ending June, 2018. Second by CW Kline. All voted aye.
4. Motion to reappoint Anne Thomson to the Planning & Zoning Commission for a 4 year term ending June, 2018. Second by CW Readie. All voted aye.
5. Motion to reappoint Mike Preston to the Zoning Hearing Board for a 3 year term ending June, 2017. Second by CW Kline. All voted aye.
6. Motion to reappoint Kent Bowen to the Zoning Hearing Board for a 3 year term ending June, 2017. Second by CW Readie. All voted aye.
7. Motion to reappoint Bob Dandoy to the Zoning Hearing Board for a 3 year term ending June, 2017. Second by CW Kline. All voted aye.
8. Motion to reappoint Mike Miller to the Code Management Appeals Board for a 5 year term ending June, 2019. Second by CW Readie. All voted aye.
9. Motion to recommend to the City Planning Commission to add medical and dental clinics in the M-1 and M-2 zoning district. Second by CW Kline. All voted aye.
10. Motion to approve a block party on Broad Street from West North Street to West Brady Street on Sunday, June 29, 2014 from 4:00 PM to 7:00 PM. Second by Mayor Donaldson. All voted aye.
11. Motion for the introduction and first reading of City Ordinance No. 1691; an ordinance of the City of Butler, Pennsylvania amending the City’s traffic control schedule contained in Chapter 245 of the Codified Ordinance of the City of Butler by making permanent experimental regulations previously adopted by City Council on a 90-day trial basis. Second by CW Kline. All voted aye.
12. Motion to approve the County’s request to pave West Vogely Street and South Jackson Street instead of placing the bricks back onto the streets. Second by CW Kline. There was discussion concerning the maintenance that will be needed over the years for paved streets. All voted no.
13. Motion to install a “Loading Zone 6 AM – 5 PM” sign at the southwest corner of S. Main Street and W. Wayne Street on a 90-day trial basis. Second by CW Readie. All voted aye.
14. Motion to approve a request from Regis Green for a 20-foot residential curb cut at 427 West New Castle Street for their off-street parking. Second by CW Kline. All voted aye.
15. Motion to approve the conditional use request for the Sons of Italy Club located at 338 South Main Street conditioned upon the Fire Marshall calculating the occupant load of the building. The SOI must post the Occupant Load Placard issued by the Fire Marshall. Second by CW Readie. All voted aye.
16. Motion to approve the purchase of hardware and software for the Office of Business and Community Development in the amount of $4,500.00 from Perfection Services.

17. Motion to enter into an agreement with First Baptist Church to lease Father Marinaro Park for youth soccer practice. Second by CM Schontz. All voted aye.
18. Motion to accept the bid from Hondru Fleet in the amount of $26,919.91 for the purchase of a 2015 truck for the Parks Department. Second by CW Kline. All voted aye.
19. Motion to terminate the current lease agreement with the Butler County Bears. Second by CW Kline. All voted aye.
20. Per recommendation from the Civil Service Board, motion to permit two civil service applicants reschedule their oral exams to be held the first week of July, due to their military deployment during the regularly scheduled oral examination period. Second by CM Schontz. All voted aye.
Motion to approve the Butler Downtown “Up on the Roof” fundraising event to be held on July 19, 2014. Second by CW Kline. All voted aye.
Motion to approve the resignation of Patrol Officer Michael D. Tresky from the Bureau of Police effective July 10, 2014. Second by CW Kline. All voted aye.

The City Treasurer presented Council with the Account Balance Report and the Monthly Intake Report for May, 2014.
The City Controller presented bills for payment as follows: from the general fund – $335,070.08; from the capital projects fund – $52,635.98; and, from the liquid fuels tax fund – $4,050.81 for a grand total of $391,756.87. Motion by CW Readie with second from CW Kline to approve payment of bills as presented. All voted aye.
ANNOUNCEMENTS:
Rabies Clinic to be held on July 5th from 2PM – 4PM at the Farmers’ Market
Butler Masonic Lodge #272 will meet Saturday, June 28th from 9AM – Noon to clean up Main Street
