CW Guard gave the motion to approve the minutes of the regular City Council meeting of April 25, 2012 with an amendment to correct Item 1 to reflect that the motion is for the adoption of City Ordinance No. 1653. Second from CM Schontz. All voted aye.

All department reports for the month of April, 2012 were approved by individual, unanimous votes.
COUNCIL REPORTS/ACTIONS
Councilwoman Scott
1. Motion to approve City Resolution No. 2012-05-24; a resolution of the City of Butler appointing Sara Pellegrini and Melissa Foley as authorized representatives to make requests upon and receive any and all tax information and records from Berkheimer, relative to the collection of taxes for the Taxing Authorities within the Butler County Tax Collection District, as directed and deemed necessary, to be used for official purposes only. Second by CM Schontz. All voted aye.
2. Motion to approve payment to the pension funds as follows: 2009 Special Levy; $453.48 to the Police Pension Fund, $623.00 to the Firefighter Pension Fund, and $180.24 to the Officers & Employees Pension Fund. 2010 and 2011 State Aid; $1,169.88 to the Police Pension Fund, $1,607.17 to the Firefighter Pension Fund and $464.94 to the Officers & Employees Pension Fund. Total monies paid back into the pension funds is $4,498.71. This re-payment is due to the reimbursement of funds for non-vested Firefighters per their request. Second by CM Schontz. All voted aye.
3. Motion to approve payment to Keystone Ridge Designs, Inc. in the amount of $4,045.50 and payment to Sam’s Iron & Sheet Metal in the amount of $375.00 for the “park” on W. New Castle Street to be paid from the Shade Tree Fund. Second by CW Kline. All voted aye.

4. Motion for the second reading and adoption of City Ordinance No. 1654 extending the cable television franchise given to Armstrong Utilities, Inc. to provide cable, Internet and related services for the residents of the City of Butler for the period commencing August 23, 2021 through August 23, 2026. Second by CW Guard. All voted aye.

5. Motion for the second reading and adoption of City Ordinance No. 1652 amending the City’s traffic control schedules contained in Chapter 245 of the Codified Ordinances of the City of Butler by making permanent experimental regulations previously adopted by City Council on a 90-day trial basis. Second by CW Guard. All voted aye.
6. Motion to create a “2 hour parking zone” on the north side of W. New Castle Street from Church Street to the first alley heading west and to create a “handicapped parking only” space on the first spot west of the Church Street intersection on a 90-day trial basis. Second by CW Kline. All voted aye.
7. Motion to create a “No Parking Between Signs” on Cleveland Street directly across from Stirling Avenue. Second by CW Kline. All voted aye.
8. Motion to award the demolition of 206-208 S. Monroe Street to AP Wise Excavating in the amount of $12,400.00, based upon the general specifications of the contract and the release by the City Solicitor. Second by CW Scott. All voted aye.
9. Motion to award the contract for 2012 street paving to Shields Asphalt Paving in the amount of $211,362.38. Second by CW Scott. All voted aye.
10. Motion to award the contract for 2012 Curb Ramp Replacement to Joe Palmieri Construction in the amount of $47,000.00. Second by CW Kline. All voted aye.
11. Motion to create 2-way travel on N. Washington Street between W. New Castle Street and W. North Street on a 90-day trial basis. reference exhibit CON-1 Second by Mayor Stock. CW Kline voted no. Mayor Stock, CW Scott, CW Schontz and CW Guard voted aye.

12. Motion to appoint Joe Bratkovich to the Butler Area Sewer Authority to fill the unexpired term of Van Peterson which expires December 31, 2013. Second by CW Guard. All voted aye.
The City Treasurer presented Council with the Account Balance Report and the Monthly Intake Report for April, 2012.
The City Controller, presented bills for payment as follows: from the general fund – $230,519.66; from the capital projects fund – $50,465.00; and, from the liquid fuels tax fund – $3,303.25 for a grand total of $284,287.91. Motion by Mayor Stock with second from CM Schontz to approve payment of bills as presented. All voted aye.
