Josh Crawford– PFLAG of Butler – voiced his concerns for a Human Relations Commission.
Don Crawford – IAFF Vice President – voiced his concerns for promotions and a full-time hire for the Butler Bureau of Fire.
Motion by CM Schontz with second from CW Kline to approve the minutes of the regular City Council meeting of January 26, 2012. All voted aye.
The following actions took place at the City’s Forum Meeting held on February 21, 2012:
Motion to approve City Resolution No. 2012-02-21; the City of Butler agrees to comply with the requirements of the Butler County Parks Renovation Program for the purpose of obtaining grant funds for the renovation of the Whippo Avenue Playground.
Second by CM Schontz. All voted aye.
MONTHLY & ANNUAL DEPARTMENT REPORTS

All department reports for the month of January, 2012 were approved by individual, unanimous votes.
COUNCIL REPORTS/ACTIONS
Mayor Stock
1. Motion to designate Mr. Arthur G. Cordwell as the City’s fair housing officer for 2012. Second by CM Schontz. All voted aye.
2. Motion to direct the City Clerk to advertise for bids for a general obligation loan of $300,000 payable in 2012 and 2013. This loan will pay for street paving. Second by CM Schontz. All voted aye.
3. Motion to approve a payment in the amount of $189,033.75 to Wells Fargo Bank for debt service for the City’s 2005 general obligation bonds. (Note: This payment includes principal of $145,000.00 and interest of $44,033.75.) Second by CW Kline. All voted aye.

4. Motion to approve the hiring of an additional 3 part time firefighters for the Bureau of Fire. Second by CM Schontz. All voted aye.

5. Motion to install “no parking signs” at the driveway at 122 Hilltop Avenue on a 90-day trial basis. Second by Mayor Stock. All voted aye.
6. Motion to accept the bid from Bronder Technical Service in the amount of $12,799.10 for the ARLE Grant funded State Route 8 Advance Warning Sign Project. Second by CW Kline. All voted aye.
7. Motion to approve payment to A.P. Wise Excavating in the amount of $8,700.00 for the demolition of 810 W. New Castle St. upon final inspection and approval of the Code Enforcement Officer. LIN 18 427 221 Second by Mayor Stock. All voted aye.
8. Motion to award the demolition of 546 W. New Castle Street to A.P. Wise Excavating in the amount of $8,600.00 based upon the general specifications of the contract and release by the City Solicitor. Second by CW Guard. All voted aye.
9. Motion to install a “no parking – private drive” sign at 404 W. Penn Street on a 90-day trial basis. Second by CW Kline. All voted aye.
Councilwoman Guard
10. Motion to appoint Connie Downs to the Bicycle Advisory Commission to replace Donna Druga whose term expires on January 1, 2013. Second by CW Kline. All voted aye.
Mayor Stock
11. Motion to approve the closing of W. New Castle Street from June 9th through August 25th from Jackson Street to Main Street. Second by CW Kline. All voted aye.
Announcements:
The promotion of John Johnson of the City’s Police Department to the rank of Detective Sergeant with an effective date of rank of March 3, 2012.
The promotion of David Dalcamo of the City’s Police Department to the rank of Captain with an effective date of rank of March 3, 2012.
The Mayor, in the absence of the City Treasurer submitted the Treasurer reports to Council for approval. Motion by Mayor Stock. Second by CM Schontz. All voted aye.
The City Clerk, in the absence of the City Controller, presented bills for payment as follows: from the general fund – $499,776.27; from the capital projects fund – $43,990.37; and, from the liquid fuels tax fund – $59.95 for a grand total of $543,826.59. Motion by Mayor Stock with second from CM Schontz to approve payment of bills as presented. All voted aye.
