City of Butler’s Door to Door Solicitation Permits issued:


Below are the authorized companies/individuals permitted to go Door to Door soliciting (see definition below).  As a resident of the City of Butler, you may request to see a the valid permit issued by the City of Butler granted them permission to solicit door to door.  And you are permitted to place NO SOLICITING signs near your door to alert solicitors to bypass your residence.  If anyone other than those listed below stop at your door soliciting for donations, sales, etc. – please call 9-1-1 as a non emergency.  Below is a list of approved solicitation permits issued by the City of Butler.

SOLICITATION: The act of going from residence to residence asking for donations of money, tickets for money and coupon books for money, or selling items for money, with or without the distribution by such solicitor, or canvassing of literature, samples, free gifts or other materials within the City of Butler, whether on foot or by use of a vehicle.

PROCESS TO APPLY FOR A SOLICITATING PERMIT/DOOR-TO-DOOR SALES:

1) Review the Soliciting City Code: Chapter 195 ECode
2) Complete the Soliciting Application:  Solicitation Application
3) Complete an Epatch background check that is within the acceptable date range of ten (10) days prior to the soliciting start date.
4) Submit application, valid background check, and have your valid photo identification present to the City Clerk’s office at 140 W. North Street
5) Remit the fee of $75.00 per person for 3 months at the time of submittal of the completed application.
6) Please allow ten (10) business days for review by the Police Chief and processing of the permit.
7) You will notified of the determination via phone or email that was provided on your application.  If approved, you will return to the City Building to pick up your permit.
* Under NO CIRCUMSTANCE may you begin soliciting before receiving a valid permit issued by the City of Butler.  You must have this permit with you and present it when requested by the homeowner.  And under NO CIRCUMSTANCE may you solicitate to any residential home that has a posted NO SOLICITING signage on their property.  
* NOTE THE PROHIBITED TIMES:  No solicitation or peddling shall be allowed before 9:00 a.m. or after 7:00 p.m., and Saturday, Sunday and Holidays are prohibited.
EXEMPTIONS:  This article shall not apply to recognized youth organizations, including school-sponsored clubs; peddling conducted by political candidates for public office, their workers or representatives from political parties; solicitation of donations by mail; either the solicitation of money or peddling, as otherwise defined herein, from personal acquaintances of the person engaging in the activity; and persons who solicit for or on behalf of religious organizations or in pursuit of religious beliefs and activities. A permit is not required by any solicitation or peddling activity sponsored or conducted by the City of Butler or its departments and agencies, nor by any municipality or government agency in the City, such as firefighter or Police Department fundraisers or other similar collections.

    • Youth organizations (school, scouts, etc.)
    • Political candidates and their workers/representatives
    • Religious organizations
    • City of Butler including Fire and Police Departments
