MINUTES
City Council Meeting
City of Butler, Pennsylvania
March 13, 2019

Mayor Smith called the meeting to order at 7:00 PM. Mayor Smith and Council members Walter, Smith, and Bonus were present. The pledge of allegiance to the flag followed an invocation given by Pastor Mitch Tepper, The Intersection Community Church.

PERSONS TO BE HEARD:

Kyle Fradenburgh requested that the “No Parking” signs used for street cleaning have the day of the week written on them so residents will be clear which day they need to move their vehicle.

Motion by Mayor Smith with a second from CM Walter to approve the minutes of the regular meeting of February 28, 2019. All voted aye.

COUNCIL REPORTS/ACTIONS

Councilman Walter

  1. Motion to approve payment to the Butler Area Public Library in the amount of $32,092.45 that represents the proceeds from the City’s 2018 library tax.  LIN 01 456 540. Second by Mayor Smith. All voted aye.
  2. Motion to approve a proposal submitted by Maher Duessel Certified Public Accountants for consulting services for the City of Butler Parking System as outlined in their engagement letter of March 4, 2019 and to authorize the City Clerk to sign said letter on behalf of City Council. Second by CM Bonus. CM Walter made a motion to table the motion. Second by Mayor Smith.  All voted aye.  Motion tabled.

Councilman Smith

  1. Motion to approve the bid for the Roof Replacement Project from Fuller Home Building, Inc. in the amount of $143,623.00.

Public Safety Building – $110,767.00 LIN 18 469 463.

City Building – $32,856.00 LIN 18 469 250.  Second by Mayor Smith. All voted aye.

Councilman Bonus

  1. Motion for the introduction and first reading of City Ordinance No. 1775, an ordinance of the City of Butler, Pennsylvania amending the City’s traffic control schedules contained in Chapter 245 of the codified ordinances of the City of Butler by making permanent the experimental regulations previously adopted by city council on a 90-day trial basis. Second by Mayor Smith. All voted aye.

Mayor Smith

  1. Motion to designate the 2010 Chevrolet Impala police cruiser – VIN #2G1WD5EM3A1213627 to be of no value to the City of Butler and to relinquish the title to Marshall Offstein Auto Sales in the amount of $240.00. Second by CM Walter. All voted aye.
  2. Motion to accept the resignation of Phillip LeFevre from the City of Butler Parks, Recreation Grounds and Facilities Authority. Second by CM Walter. All voted aye.

In the absence of the City Controller, the City Clerk presented bills for payment as follows: from the general fund – $155,654.32 ; from the parking fund – $7,234.82; from the capital projects fund – $11,384.30; and from the liquid fuels tax fund – $47,088.15; for a grand total of $221,361.59. Motion by Mayor Smith with second from CM Bonus to approve payment of bills as presented.  All voted aye.

Announcements:

The City’s spring leaf disposal program will begin April 6th through the end of April.

Mayor Smith recessed the meeting at 7:17 PM for an executive session to discuss real estate and a personnel issue.

Mayor Smith reconvened the meeting at 7:42 PM.

Mayor Smith adjourned the meeting at 7:43 PM.
