City Council Meeting

City of Butler, Pennsylvania

October 22, 2009

Mayor Stock called the meeting to order at 7:00 PM. Mayor Stock and Council members Kelly, Reese, and Kline were present. The pledge of allegiance to the flag followed the invocation given by the Reverend Dan Ledford from Westminster Presbyterian Church in America.

 

PRESENTATIONS:

· Becky Smith, Main Street Manager announced two dates. October 24, 2009 is “Make a Difference Day” and November 10, 2009 is Butler Downtown’s annual public meeting.

· Mike English from the Butler Area Sewer Authority gave an update on Act 537 Sewage Facilities Planning. He voiced concern over the decisions being made for the holding tanks. He urged the community to attend a public meeting being held on November 10th.

PERSONS TO BE HEARD:

· Mr. William Jackson voiced concerns about his neighbor’s cats.

 

Motion by CM Kelly with second from CW Kline to approve the minutes of the regular City Council meeting of September 24, 2009.

MONTHLY DEPARTMENT REPORTS

(Note: Department Reports Distributed to Council at Tuesday’s Forum Meeting for Review)

 

All department reports for the month of September, 2009 were approved by individual, unanimous votes.

 

COUNCIL REPORTS/ACTIONS

Councilman Kelly

 

1. Motion to approve City Resolution No. 2009-10-22, a resolution of the City of Butler modifying the 2005 and 2006 Community Development Block Grant (CDBG) programs. 2005 CDBG – reduce the “Acquisition or Real Property” line item by $40,896 and the “Public/Community Facilities” line item by $11,297 and reallocate $37,193 to the Housing Rehabilitation line item and $15,000 to the “clearance” line item. 2006 CDBG – reduce the “Clearance” line item by $11,297 and reallocate the same amount to the “Farmer’s Market” activity within the “Public/Community Facilities” line item. Second by CM Reese. All voted aye.

2. Motion to join the Butler County Council on Government for budget year 2010. Second by Mayor Stock. All voted aye.

Councilwoman Kline

3. Motion to approve final payment to Ken Reilly Contracting in the amount of $49,972.50 for demolition of the Chantler/Keffalas building. LIN 01 496 100 (contingency line) Second by CM Reese. All voted aye.

4. Motion to authorize the City Clerk to advertise for bids to replace city’s fluorescent bulbs with LED bulbs. Second by Mayor Stock. All voted aye.

5. Motion to approve payment for the Sullivan Run Stream Cleaning Project to Gargiulo Landscaping for $7,200.00. LIN 01 455 372 Second by CM Reese. All voted aye.

6. Motion to approve payment to Gregori Construction & Engineering in the amount of $7,200.00 for the installation of two inlets and a cross pipe for the Monroe Street Bridge. LIN 18 430 500 Second by CM Reese. All voted aye.

CW Kline expressed gratitude to Broad Street School teachers, PTO, community sponsors and volunteers who helped make the first annual Monster Splash a success.

7. Based on recommendation from his chain of command and satisfactory completion of his probationary period, motion to grant permanent employment status as of September 29, 2009 to Patrol Officer Douglas W. Mazzanti. Second by CM Reese. All voted aye.

The City Controller presented bills for payment as follows: from the general fund – $494,602.94 ; and, from the capital projects fund – $11,747.58 , and from the liquid fuels tax fund – $9,158.97 for a grand total of $515,509.49. Motion by Mayor Stock with second from CW Kline to approve payment of bills as presented. All voted aye.

Mayor Stock adjourned the meeting at 7:51 PM.
