Mayor Smith called the meeting to order at 7:00 PM.  Mayor Smith and Council members Walter, Smith, Bonus and Dandoy were present. The pledge of allegiance to the flag followed an invocation given by Lay Pastor Kerry M. Dowdy, East Butler Presbyterian Church.

PRESENTATIONS:

Butts Ticket – Ed Kinkade presented an overview of the parking monitoring system for the City of Butler.

Huntington Capital Markets – Joe Miller gave an overview of savings that might be realized from the refunding of the 2015 Series-B bonds.

At 7:18 PM, Mayor Smith recessed the meeting for an execute session to discuss personnel and real estate issues.  Mayor Smith reconvened the meeting at 8:20 PM.

Motion by Mayor Smith to approve the agenda for the regular meeting of January 7, 2021.   Second by CM Walter.  All voted aye.

Motion by Mayor Smith to approve the minutes of the special meeting of December 17, 2020 and Regular meeting of December 17, 2020.  Second by CM Bonus.  All voted aye.

 

COUNCIL REPORTS/ACTIONS

Councilman Walter

  1. Motion for the introduction and first reading of City Ordinance No. 1796, an ordinance of the City of Butler, Butler County, Pennsylvania, amending City Ordinance No. 1793, fixing the tax rate for Fiscal Year 2021. Second by CM Bonus. All voted aye.
  2. Motion to retain Huntington Capital Markets as underwriters for the 2015 Series-B bond refinancing. Second by CM Bonus.   All voted aye.
  3. Motion to accept the proposal from Butts Ticket for the installation of seventeen (17) parking kiosks to be located as follows:

2 kiosks – West Diamond Street

6 kiosks – East Cunningham Street and West Cunningham Street

3 kiosks – East Jefferson Street and West Jefferson Street

1 kiosk – West New Castle Street between Main and Jackson Streets

1 kiosk – North Street parking lot

2 kiosks – Diamond Street parking lot

2 kiosks – North Main Street parking lot

Second by CM Dandoy.  CM Walter and CM Dandoy voted aye.  CM Smith, CM Bonus and Mayor Smith voted no.  Motion not passed.

Councilman Smith

  1. Motion to accept the resignation of Ken Henry from the Butler Area Sewer Authority as of December 31, 2020. Second by Mayor Smith. All voted aye.
  2. Motion to accept base bid from Transportation Services Consultants for the purchase of the Tier parking garage and Alternate Bid No 1 for the purchase of the parking lots adjacent to the City building for a total purchase price of $3,750,000, subject to the Solicitor’s and Council’s approval of the contract documents. Second by Mayor Smith. CM Walter and CM Dandoy voted no. CM Smith, CM Bonus and Mayor Smith voted aye.  Motion approved.

Councilman Dandoy

  1. Motion to accept the resignation of Dr. Henry Sinopoli from the Civil Service Commission as of December 31, 2020. Second by Mayor Smith. All voted aye.

Mayor Smith

  1. Motion to approve closing a portion of Main Street for the Carved in Ice event, sponsored by Butler AM Rotary, to be held on Friday, February 11, 2022 and Saturday, February 12, 2022. Second by CM Dandoy. All voted aye.
  2. Motion to appoint Lance Calvert to the Butler Area Sewer Authority for a term of 5 years, with such term to expire on December 31, 2024 (replacing Ken Henry’s seat on the authority). Second by CM Bonus. All voted aye.

The City Controller presented bills for payment as follows: from the general fund – $440,982.21; from the parking fund – $246,977.59; and from the liquid fuels tax fund – $40,407.05; for a grand total of $728,366.85. Motion by Mayor Smith with second from CM Walter to approve payment of bills as presented.  All voted aye.

Mayor Smith adjourned the meeting at 10:01 PM.
